INSIDE ISRAEL: Israel is once again on the list which the U. S.
government publishes from time to time of "good risk countries" for
investment of American capital . . . This list does not include the well-
developed countries, but only "capital importing countries," which
means the newer nations whose development the U.S. wishes to en-
courage . . . For sveral years now, Israel has not been in need of large-
scale foreign capital investment, because her own currency reserves had
been high . . . The tide is now turning on this problem . . . Reserves are
still high, but there is again room for new enterprises . . . To encourage
productive foreign investors in the development areas, the Israel govern-
ment is proposing a new scheme to give immediate cash bonuses to new
enterprises, instead of the present system of tax benefits on their
eventual profits . . . The new scheme coincides with the present diffi-
culties in the economy of the country, which stem from a recession in
the building industry . . . For a number of reasons, the amount of new
construction decreased considerably at the end of 1965, and has not
picked up since . . . It is a well accepted fact that the state of the
building trades has always been a basic barometer of the health of the
Israeli economy as a whole, just as the automobile industry has served
as a gauge of the American economy . . . the government's policy is
to encourage production for export while discouraging "non-productive"
investment, such as housing . . . The trouble with this policy is, how-
ever, that home production and export production are closely inter-
woven . . . Meanwhile there is pressure on the government to give new
credit facilities to industry, so plants can go on . _ working despite the
recession in the building trade.
GATEWAY TO AMERICA: Who of the older generation, in this
country does not know of the Educational Alliance, on New York's East
Broadway? . . . This was the center for hundreds of thousands of Jew-
ish immigrants who settled on New York City's Lower East Side . . .
Here they were "Americanized," receiving their first lessons of the
English language and lectures in American history and civics . . . Here
they also held their meetings in Yiddish and took courses in citi-
zenship preparing themselves for their "first papers" . . . Here they
received their first cultural, educational and recreational experiences
in America . . . Many of them later moved to other cities in the United
States, but the Educational Alliance — founded by Jacob Schiff, Felix
Warburg, Louis Marshall, Henry Morgenthau, Adolph Lewisohn, and
other well-known Jewish philanthropists — is still remembered by them
as their "gateway to America" . . . Among these thousands emerged
men like David Sarnoff, Jacob Epstein, Zero Mostel and others who - are
now prominent in American life as industrialists, scientists, . artists,
labor leaders, and writers . . . This week the Educational Alliance cele-
brated its 75th anniversary. and is still going strong in providing such
services for newcomers on a non-sectarian basis . . . Thousands of men,
women and children on the lower East Side are still using its facilities
today and benefit from its programs . . . A good proportion of them
are members of non-Jewish minorities, since Jewish immigration today
is not what it was 75 years ago . . . This fact only emphasizes the
Jewish contribution to all sections of the community without distinction
between race- and religion . . . With the shift of populations in the part
of the city where the Educational Alliance is located, the atmosphere
in this institution is still very much Jewish . . . Present indications are
that it intends to exist for quite a long time, since it has now secured
$2,000,000 for a fund to develop its facilities and modernize its building
. .. It is America's oldest settlement house and the first to be estab-
lished by the Jewish community.

TORONTO (JTA) — Reports on
the attitudes of Reform rabbis in
this country toward officiating at
mixed marriages as well as to-
ward seeking converts within the
fold of Judaism are being present-
ed to the annual meeting of the
Central Conference of American
Rabbis, central rabbinical body of
the Reform movement, which
opened here Tuesday.
The five-day meeting, attended
by several hundred rabbis from
the United States and Canada,
also was scheduled to discuss
questions dealing with civil rights,
the church-state issue, war on pov-
erty and the Vietnam war.
In his presidential address Tues-
day night at the opening session
of the meeting, Rabbi Jacob J.
Weinstein of Chicago told the dele-
gates that part_ of the blame for
the growing escalation of the Viet-
nam war should be placed on re-
ligious groups which have "failed"
to move their peace drives to the
phase of molding public opinion.
He asserted that if the present
policy escalated into a land war
in China, "or a nuclear war
which is just as likely" or if the
United States continued to sup
port the Ky government, "re-
gardless of the will of the peo-
ple," the religious forces of the
United States "will be held ac-

Encyclopedia' Due
Off Press July 14

On July 14, Holt, Rinehart and
I. Winston, Inc. will publish "The
Encyclopedia of the Jewish Re-
ligion," a handsomely illustrated
volume which is unique in its
singular focus on the Jewish reli-
gion. Each entry is the result of
original work by the most authori-
tative scholars available.
The criterion for admission to
the encyclopedia is the relevance
of a concept, person, place, move-
ment, or idea to the unfolding of
Judaism in its pre-Christian and
post-Christian existence. All refer-
ences to political or social doc-
trines, secular attitudes, or per-
sonalities of Jewish ethnic back-
ground are omitted unless they are
specifically relevant to the exposi-
tion of religious ideas.
The encyclopedia is a particu-
larly useful source of information
to all who want expert, easily ac-
cessible information on every as-
pect of Judaism as it has existed
in relation to the Christian and
Muslim worlds for th e past two
millennia.
The editors are Dr. R. J. Zwi
Werblowsky, dean of the faculty
of the humanities and professor of
comparative religion at Hebrew
University, Jerusalem, and Dr.
Geoffrey Wigoder, who is associ
ated with the Institute of Contem-
porary Jewry at the Hebrew Uni-
versity.

Israel Is 'Middle-Man'
ill U.S.-Africa Relations,
Claims Russia's Tass

WARS..kW (ZINS) — "W h e r e
does Israel, whose economy is
plagued by an enormous deficit,
find millions of dollars to finance
enterprises in Africa?" This ques-
tion was posed by the official So-
viet wire service Tass, which claims
the source of Israel's African funds
are easy to trace: the United States.
Washington, according to Tass,
haS encountered difficulties in
Africa, whose nations mistrust
Uncle Sam because of the war in
Viet Nam and the situation of the
Negro. Washington, therefore em-
ploys Israel as "middle-man" for
its imperialist designs, writes Tass.
The wire service further adds
that to date Israel has received
from the United States "$900,000,-
000 for distribution among the
African nations."

leagues they must come to grips
with "'religion in our time" and
make their ministries and syna-

where the spiritual leaders must
confront such issues as the chal-
lenge of the "God is Dead" the-
, ologians, the probing of modern
youth, the revolution of automa-
tion and such specific issues as ur-
ban renewal, anti-poverty and civil
rights.

FRANKFORT, Ky. (JTA)—The
Kentucky Court of Appeals, the
highest court in the state, ruled
June 17 that the words ''so help
me God" at the end of a courtroom
oath were permissible if the in-
dividual receiving the oath did not
object.
Rejecting an appeal against a
burglary conviction in which the
accused challenged the oath given
to jurors at his trial, the appeals
court ruling said that, if a person
being sworn made no objection t
the form of the oath, it would b
presumed that the form conforme,z,
to his conscience.
