P.E.N. Congress
Shuns Soviet Issue

(Continued from Page 1)

which will be held three months
from now, probably in London, it
was indicated Wednesday.
At the opening session of the
congress, the keynote address was
delivered by Saul Bellow, Ameri-
can-Jewish novelist. He scored "in-
tellectuals" and critics in American
universities who, he charged, have
established an elite body that fails
to 'consider the writers.
Miller, in his opening presiden-
tial address, did refer to the Soviet
Union. But his remarks were di-
rected only at the failure of the
USSR to permit a Soviet delega-
tion to attend the congress. That
negative move, he declared, was
evidently motivated by fears that
the congress would criticize the
`viet Union for the harsh treat-
accorded two Soviet writers,
Andrei D. S'inyaysky and Yuli M.
Daniel, who were recently con-
victed in a Moscow court and given
long prison sentences for smuggling
abroad works deemed to be anti-
Soviet.
There was some disagreement re-
ported among the Yiddish members
on a proposal to walk out of the
congress, a spokesman said, but
they decided against it.
Glanz-Leyeless is scheduled to
address a plenary session' of the
congress Saturday and is expected
to bring up in his address the
suppression of Jewish culture in
the USSR.
