Although he was born in Yokahama and celebrated the Chinese New Year religiously, Tommy also knew the difference between milhig and fleishig. In 45 years, the Jewish com- munity also came to know Tommy — from Dexter to the Northwest section — and the children grew to love the little Japanese house- man who rode a bicycle to the market and carried candy in his pockets. Ex-NY City Controller Lazarus Joseph, 75 NEW YORK — Former City Controller Lazarus Joseph died Monday at age 75. Mr. Joseph, who had also served six terms in the State Senate, was a close financial adviser to Gov. Herbert H. Lehman. He served as controller from 1946 to 1954. Mr. Joseph entered public life in 1931 as a deputy assistant to the state attorney general in the security frauds bureau. In this capacity, he saved investors mil- lions of dollars and was chief investigator of the poultry racket in the city. He had a lifetime in- terest in civic and Jewish groups, taking an active part in the United Jewish Appeal and the Federation of Jewish Philanthropies of New York. Mr. Joseph's grandfather, Jacob Joseph, was one of the city's best known rabbis at the turn of the century. A day school is named for him. Mrs. Slobin, a widow, said he came to be more of a friend — "a grandfather" — than a houseman in all those years. He had no family of his own here, and he delighted in the children of the neighborhood. Once - Tommy . made headlines when he bicycled down the ex- pressway to buy some presents for the Slobin grandchildren. He worked — and rode his bicycle — up until a few weeks ago when he fell ill. Described by Mrs. Slobin as "very, very kind" and "always loyal," Tommy kept up the graves of those men whose households he had served. During World War II, when Japanese Americans were forced into detention camps, Tommy's friends helped him 'conceal his identity, telling everyone he was Chinese. Now the friends who survive him will help keep up his grave.
