21 development towns From the Galilee in the north to the Negev in the south, 21 towns and , their people are bearing with endurance the disadvantages Common to all new frontier communities. Built from scratch in the past few years to create places for 200,000 new immigrants to live and work in Israel, practically no one of these towns has enough schools, parks, recreational or health facilities. Nor can their residents look to themselves to make up these deficiencies. Nearly all these people come from countries where they have been disadvantaged in education and job skills.
