Soviet Envoy,
Eshkol Confer

JERUSALEM (JTA) — Soviet
Ambassador Dimitri Chuvakhin
called on Premier Levi Eshkol for
what was reliably reported as an
"important conference," held at
the ambassador's request.
It was understood that the So-
viet envoy wished to explain to
the premier that the Soviet
Union's decision to resume large-
scale aid to the new Syrian regime
should not affect the improvement
in Russian-Israeli relations. It was
also understood that during his
forthcoming visit to Egypt, Soviet
Premier Kosygin will use his in-
fluence with President Nasser to
trY to reinforce peace in the
Middle East.
Political sources stressed the
importance of the Chuvakhin-Esh-
kol_ meeting as indicating that the
Soviet Union appreciated Israel's
desire to improve relations with
the USSR. It was also noted here
that during a dinner in the Krem-
lin tendered to Syrian President
Yousuf Zain, Premier Kosygin de-
parted from previous practice by
avoiding mention of Israel and
calling for world peace and
regional peace.
It was believed that the Soviet
envoy and Premier Eshkol review-
ed economic ties between Israel
and the Soviet Union and that
they agreed to seek ways to fur-
ther expand trade_ relations.

Project Rejected by Kaiser

TEL AVIV (JTA) — Three con
tractors — British, French and
American — have submitted bids
offering to complete the Dead Sea
dikes in accordance with the ori-
ginal specifications which the
Kaiser Engineering Co. of the Uni-
ted States, has declared "unwork-
able," it was announced at Sodom
Monday by Maj. Gen. Mordechai
Makleff, general manager of the
Dead Sea Works.
The Kaiser firm notified the
Dead Sea Works several -weeks ago
that it cannot complete the job,
due to the specifications laid down
by the Dead Sea Works. Kaiser had
threatened to sue the Israeli com-
pany for $25,000,000, which, it
claims, it had spent in connection
with the project. Gen. Makleff said
that no decision has as yet been
made by his firm regarding the
new bids.
Kaiser warned the Dead Sea
Works Tuesday that it would op :.
pose by all legal means any
attempt by the Dead Sea Works to
expel Kaiser workers from the
works site in Sodom or to seize
$15,000,000 worth of Kaiser equip-
ment there.
The American firm withdrew on
grounds that some specifications
for its contract with the Dead Sea
Works were technically impossible.
Both companies have made threats
of damage suits. In its warning
Tuesday, Kaiser said it would hold
the Dead Sea Works "liable and
responsible for all costs, losses,
expenses and damage incurred
and suffered by us already and
which may be incurred in the
future by your actions."
Three American insurance firms
which underwrote a $6,000,000
guarantee to assure completion of
the dam informed the Dead Sea
Works they would not accept the
claim of the Israeli firm that the
Kaiser Engineering Company had
broken its contract on the project.
The three American firms claim-
ed, in their refusal, that Kaiser had
not broken the contract. The policy
covered failure to complete the
dam either for technical reasons
or because the contractor failed to
fulfill the contract. The Israeli
firm reportedly was considering
whether to sue the insurance firms,
to obtain the $6,000,000.

Jewish Congress Lauded
for Tax Payoff

NEW YORK (JTA)—The Ameri-
can Jewish Congress was praised
by the New York Times for giving
a check for $1,200 to Mayor John
V. Lindsay representing 10 per-
cent-of the real estate tax on the
organization's headquarters before
it became the Stephen Wise Con-
gress House and thus tax exempt.
The editorial noted that the or-
ganization's treasurer, Frank
Abrams, had declared that the
Congress believed strongly "that
religious, educational and other
tax exempt institutions in a posi-
tion to do so have a great moral
obligation to give voluntarily of
their resources to support the
needs of the community at large."
The editorial said that perhaps
other groups which benefited from
city services and city tax exemp-
tion "will be moved to come for-
ward."

JERUSALEM (JTA) — The Min-
istry of Transport announced here
that the agreement between Israel
and the Renault Motor Company,
of France, calling for resumption
of Renault's car exports to this
country, have been officially final-
ized. Renault had bowed out of the
Israel market seven years ago, in
response to demands by the Arab
League boycott office, but announ-
ced in the last year that it is ready
to trade with Israel again.
Renault exports will start again
in June, the Ministry stated. The
French firm had agreed, under
the new pact, to buy from Israeli
producers auto parts costing at
least 10 per cent of the value of
its exports to Israel.
