• ▪ Israel Divorces Showing Decline Between the years 1950 and 1962 the number of marriages in Israel fluctuated between 14,000 and 16,000, some years higher, some years lower than the previous one, despite the fact that the total Jewish population in that period increased by almost 70 percent. In 1964 the number of marriages rose to 17,000 and last year to 18,000. A large proportion of the new immigrants in the 50s came from Oriental countries with large families and the children who ar- rived 10 or 15 years ago now, ap- parently, are reaching marriage- able age. There was a drop in the divorce ratio. In 1950, there were 16,000 marriages and 2,500 divorces among the Jewish population, i.e., divorces mounted to about 15 per- cent of marriages. In 1953 the ratio went up to almost 16.5 per- cent, and then began a slow de- crease which became marked in recent years. Under the plan, $15,000,000 would be spent on special instruc- tion, remedial reading and speech therapy for poor children in reli- gious and other non-public schools, in accordance with the Federal Elementary and Secondary Educa- tion Act of 1965, which provides for such aid to non-public schools. Jewish groups supporting the proposal included the Jewish Edu- cation Committee of New York, the National Society for Hebrew Day Schools, and the Agudath Israel of America. Jewish groups opposing the measure included the Ameri- can Jewish Committee, American Jewish Congress, Anti-Defamation League of Bnai Brith, and the Na- tional Council of Jewish Women. Marvin Karpatkin, representing the American Jewish Congress, urged the Board to reject the pro- posal because, he said, the measure violated both the Federal and State constitutions.
