Says 'Not Enoltgh U.S. Jews in Israel'

Israel's Red Faction Attending Moscow Congress Wants World Body

LONDON (JTA) — Former Is-
raeli Premier David Ben-Gurion
told a nationwide tel ,wision audi-
ence in Britain Sundsly night that
"the Messianic longings and the
pioneering spirit" were still very
much alive among Jews, and that
this would continue to bring them
to Israel.
In the interview on the BBC
Television "Current Affairs" pro-
gram, the former Premier an-
swered a series of questions in
which he also said that the im-
pression that the "pioneering
spirit" was waning in Israel was
misleading. He explained that
there were "a lot more people"
now in Israel and, therefore, the
pioneers "are less visible."
He also said many Jewish scien-

JERUSALEM— Representatives
of the "pro-Israel" faction of Is-
rael's tiny Communist Party, who
are taking part in the 23rd con-
gress of the Communist Party
which opened Tuesday in Mos-
cow, plan to negotiate for crea-
tion of an international Jewish
community organization, according
to reports received here.
The Jewish delegates also plan
to meet informally to examine the
"Jewish problem" and the stand
of the various Communist parties
toward it. According to reports
here, Shmuel Mikunis and Moshe
Sneh, the leaders of thepro-Israel
faction, Maki, informed the Soviet
Communist Party's key leaders of
these plans before they left for
Moscow.

tists were coming to Israel because
of the attraction of Israel to Jews,
and because Israel was "a guiding
light" for all developing countries.
"We want more Jews to come,
of course," he added. "Not
enough are coming from Amer-
ica. We cannot gather in all
Diaspora Jews, but we do hope
for many more in the near fu-
ture."
He was asked about a comment
he made several years ago that it
was incumbent on Jews as a re-
ligious commandment to settle in
Israel. He explained that he was
referring only to Orthodox Jews
and that this was, in fact, what
the Talmud said on the matter.

The Maki representatives, who
discussed the issue last year with
Mikhail Suslov and other Soviet
Communist leaders, reportedly
seek a "revision" of the tradi-
tional Marxist-Leninist line on
the matter in the light of recent
developments both within the
Communist movement and in the
Jewish world. Unconfirmed re-
ports suggested that Suslov and
other Communist leaders with
whom the proposals have been
discussed have shown a "posi-
tive atitude" and seemed to wel-

fering Spanish citizenship to all
Sephardi.
In 1954 two synagogues were
opened in Barcelona, one for Sep-
hardi and one for Aschkenazi
Jews. Spiritually, the "Return to
Sefarad" is now a fact, concretely
demonstrated by the creation of
Hispanic-Jewish institutions which
promote scientific studies and
Spanish-Jewish knowledge and un-
derstanding. Such activities began
in 1940 with the establishment in
Madrid of the Arias Montano
Institute, under the supervision of
the School of Hebrew Studies of
Barcelona. Currently it carries out
studies on biblical philosophy, his-
tory and archaeology, which are
published in the "Sefarad."

Million Sephardic In World, Spanish Newsletter Claims

There are a million Sephardic
Jews in the world, the Spanish
Newsletter, published by the in-
formation department of the Em-
bassy of Spain, in Washington,
maintains. The special article in
the newsletter on "Jews in Spain,"
which is illustrated by photographs
showing a ceremony in a Madrid
synagogue and tombstone in the
Barcelona Jewish cemetery, states:
JEWS IN SPAIN
The present day status of the
Sephardic world was the theme
of a Madrid symposium, organized
by the Institute of Hispanic Cul-
ture, in connection with the 25th
anniversary of Spain's Higher
Council of Scientific Research. It
was attended by many of the most
outstanding Sephardic personali-
ties, scholars, university professors
and community leaders.
This symposium aroused great
interest throughout Spain for
everything in connection with the
Sephardic world, including the
worldwide peregrinations of the
Jews since the 15th century.
THE DIASPORA
Not long ago the Spanish writer
Juan Antonio Cabezas made a docu-
mented study of these wanderings
of the Sephardi after they left
Spain. This work—presented to a
large audience at Madrid's Athen-
eum—is based on the old law is-
sued by the Catholic Sovereigns,
by which all Jews not willing to
become Christians were exiled,
"never to return." This marked
the beginning of the dispersion or
Viaspora' of the Spanish Jews,
called "Sephardi" since they came
from Sefarad, Spain.
In 1924 General Primo de Rivera
sponsored a measure offering Span-
ish citizenship to Sephardi through-
out the world. They were allowed
a limited time, from the date of
issue of the law to December 30,
1924, to become Spanish citizens,
without it being necessary for them
to apply in Spain. This was not
a "return to Sefarad," yet many
Jews took advantage of the oppor-
tunity offered and became Spanish
citizens.
During the large-scale Nazi per-
secutions of the Jews during World
War II, Spain gave asylum to all
Sephardi who requested it. Al-
though there existed then in Spain
a "World Home of Sephardi" and
a Federation of Hispanic-Sephardi
Associations, this goodwill policy
was further legalized in 1949 by
another decree sponsored by the
present Spanish Chief of State, of-

for reexamination of the Jewish

the Philosophy Seminary "Cardinal
Cisneros" aids in fostering a great-
er knowledge of the history, langu-
age, literature, folklore and other
characteristics of the Sephardi
communities throughout the world,
now accepted as an integral part
of the personality of Spain.
Sephardic Jews number about
one million, as compared to the
12.5 million Jewish world popula-
tion. About 8,000 Jews now live
in Spain, principally in Madrid,
Barcelona, Ceuta and Melilla.
Madrid's Jewish community in-
cludes about 300 families and has
its synagogue on the Calle de Pi-
zarro. However, most of Spain's
Jews live in Barcelona. Here they
have their own synagogue, the first
built in Spain since 1492, their own
cemetery and school.
