Endangered; Hadassah-ZOA Partnership May
Terminate; Financial Inadequacies the Cause

NEW YORK — A 25-year co-
operative activity in youth
work, co nduc t e d by the Zion-
ist Organization of America and
Hadassah, is ending due to a lack
of agreement. And the American
Zionist Youth Commission is being
dissolved, it was revealed this
week.
Jacques Torczyner, ZOA presi-
dent, in a message to members of
the national executive committee,
regional and district leaders of
ZOA, stated:
"At the request of Hadassah, their
leadership led by their national
president, Mrs. Charlotte Jacobson,
met on March 2 with representa-
tives of the ZOA under my chair-
manship. At that meeting Hadas-
sah informed the ZOA Administra-
tion of their unilateral decision to
break their quarter-of-a-century
partnership with our organization
in youth work, and demanded the
dissolution of the American Zionist
Youth Commission. They advised
us of their decision without any
prior consultation and without in-
forming us of the results of a bi-
ased and -self-serving survey that
they conducted over a period of 1 1/2
years. In reply to our questions,
they emphatically reiterated that
their decision was final.
"We expressed our regret at this
unilateral and unjustified decision
which, in our judgment, makes the
existence of a cordial and friendly
relationship between the two or-
ganizations more difficult than
ever.
"The Zionist Organization of
America has always considered
youth work one of its primary acti-
vities and in view of the decision
of Hadassah, the matter will be
submitted to the governing bodies
of our organization.
"Pending our formulation of de-
finitive plans for the future, we
ask our leaders in the regions and
districts to complete the current
year in Youth Commission work
through the summer months in co-
operation with their Hadassah
counterparts and to await further
advice from us in this matter."

on Firms Issuing Medicare Funds

WASHINGTON (JTA) — The
U.S. Social Security Administra-
tion has taken steps to ensure that
insurance companies selected by
the agency to distribute Medicare
funds comply with regulations bar-
ring religious discrimination
against Jews and Catholics, in addi-
tion to steps already in effect
against racial basis.
In an intensive effort to open up
executive positions in insurance
companies to Jews and Roman
Catholics, as well as to Negroes
and other racial minorities, par-
ticularly the top echelon jobs, the
Department of Health, Education
and Welfare has set up a special
staff in the Social Security Admin-
istration to seek compliance with
restrictions against religious bias
by the companies chosen to ad-
minister the program.
The move grew out of a meet-
ing last fall between a delegation
of the American Jewish Committee
and Secretary of Labor W. Willard
Wirtz.
At that time, the AJC complain-
ed that studies showed that less
than 1 per cent of the top manage-

ment jobs in the insurance indus-
try were held by Jews, in spite of
the fact that they accounted for 8
per cent of all college graduates.
Wirtz expressed concern over the
situation, and indicated that more
would be done to eliminate reli-
gious bias in this and other areas.

WASHINGTON (JTA) — While
continuing to attack Israel and re-
assert Arab-Chinese solidarity, the
Peking radio suddenly came out
last week with broadcasts repudiat-
ing a publication in Arab language,
issued in Peking, in which the So-
viet Union was denounced as re-
sponsible for the creation of Is-
rael.
The publication carried an intro-
duction by the Palestine Liberation
Organization which has the des-
truction of Israel as its aim. How-
ever, in statements attributed to
Rashid Sayyid Jarbu, the head of
the PLO office in Peking, the Red
Chinese radio denied that the PLO
office in Peking was responsible
for the anti-Soviet publication now
being circulated in the Arab world.
The publication carries quotations
by various Soviet spokesmen in
1947-1949 supporting Jewish as-
pirations in Palestine, the Palestine
partition plan, and Israeli state-
hood.
Peking Radio now claims that
the publication is "sheer forgery''
meant to split anti-Israel. forces.
The claim is made that its "despi-
cable aim is to malign the PLO
and its mission in Peking, sabotage
the liberation struggle of the Pales- .
tinian (Arab) people, and sow dis-
cord in the friendly relations be-
tween the Chinese people and the
(Arab) peoples of Palestine and
the Arab countries."

people have always supported the
just struggles of the peoples of
Palestine and the Arab countries,"
the Peking broadcast said. "By
their anti-imperialist struggles, the
(Arab) peoples of Palestine and
the Arab countries have in turn
supported the Chinese people. We
are deeply convinced that no one
can sabotage the just, anti-imperi-
alist struggles of the Palestinian
and all other Arab peoples. The
militant friendship between the
Chinese and Arab peoples can in
no way be impaired."
It appeared in Washington that
the Chinese had indeed issued the
anti-Soviet Arab propaganda
through the PLO and then "repudi-
ated" it to avoid responsibility. The
aim was to spread a line in the Arab
world . that Peking was the real
enemy of Israel, while Russia was
guilty of duplicity on the Palestine
issue. This bid for favor among
Arab extremists came at a time
when the new Syrian regime indi-
cated a marked response toward
China's call for a "war of nation-
al liberation" against Israel by the
Arab masses.
