The need for rectification of the Federal Compensation Law with respect to the post-53 refu- gees was highlighted in 1956 when thousands of Hungarian Jews es- caped to the West and Israel fol- lowing the anti-Stalinist revolt in Hungary. A total of 150,000 Jews from Hungary, Poland and Ro- mania were affected. The final compensation law at- tempted to resolve this problem by providing for the creation of a special fund of 1,200,000,000 deutschemarks ($300,000,000) for the compensation of the post-1953 refugees. Under the new law, claims can be filed until Jan. 1, 1970. The fund is to be admini- stered in the form of lump sum payments for loss of life, damage to body or health, and deprivation of restriction of liberty. While the Jewish negotiators succeeded in persuading the West German authorities to set up this special fund, Germany refused to eliminate or extend the 1953 cut- off date for the 150,000 persons whose physical location had de- prived them of a chance to file in time. No compensation is provided by the special fund for loss of oc- cupation, education or material be- longings. No annuities are given. No indemnification is provided for victims still residing in Eastern Europe. Cover and simmer 3 hours. Remove meat and keep hot. Mix remaining 1 /4 cup flour and salt with 1 /2 cup of water. Stir into sauce. Cook until thickened. Strain gravy, add wine and serve over meat.
