JERUSALEM — The embarka-
tion of the Israel government on

a policy of improving the atmo-

sphere in relations with the Arab
countries and the Soviet Union
was indicated in government
circles here Tuesday. The re-
newed efforts have been suggested
by the foreign minister, Abba
Eban.
Among the changes contem-
plated by the Israel government
is to switch in the United Nations
from its usually anti-Arab vote
to abstention, or even vote favor-
ably on issues which do not in-
volve the Arab-Israel dispute.
While Israel will continue to
firmly oppose military aid to the
Arab lands, it may favor assist-
ance aimed at improving the econ-
omic situation of these lands and
the standard of living of their
population.
Arab development projects
would be supported by Israel
diplomatically and at interna-
tional f Gums.
As for relations with the Soviet
Union, Prime Minister Levi Esh-
kol indicated as soon as he formed
his new government that he would
try to improve those relations.
So far, his stand vis-a-vis the
USSR has brought no tangible re-
sults. But the government seems
to be considering that such ef-
forts are worthwhile as "a long-
tem investment." It is understood
that France encourages such an
attitude by Israel toward the So-
viet Union.

`Deputy' Stirs Clashes
by Students in Brussels

BRUSSELS — Catholic high
school and university students in-
ide and outside a Brussels theater
presenting the controversial play
"The Deputy," about the late Pope
Pius XII, provoked incidents which
led to police intervention and
several arrests. The performance
of West German playwright Rolf
Hochhuth's play was the first pub-
lic one in Brussels.
About 100 students inside the
theater engaged in -efforts through-
out the performance to drown it
out. Other spectators shouted,
"Young Fascists, you are afraid of
the truth."
The theme of the play is that
the late pontiff failed to speak
out against the Nazi slaughter
of 6,000,000 European Jews. Po-
lice were called in. When they
were unable to halt the disturb-
ance, they arrested three of the
students.
Around the theater, other Catho-
lic students distributed pamphlets
which asserted that the Pope had
sought to save Jews. They soon
clashed with other persons, and
police intervened, wielding trunch-
eons. They arrested three more
persons.
