Second Article in Series Water Crisis Boiling in Near East; Arabs and Israelis in Arms; Israel Judged Vulnerable to Nasser Missiles Neumann Hails Actions Committee Session; `Non-Party Zionists' Torczyner Wary of Adding NEW YORK (JTA)—Dr. Emanu- el Neumann, chairman of the Jew- ish Agency-American Section Sun- day described the meetings of the Zionist Actions Committee, held recently in Jerusalem, as "for- ward-looking and productive." In a statement issued following his return from Jerusalem he list- ed some of the positive results as follows: 1) The Actions Committee dis- charged its primary responsibilty by electing a new executive for the World Zionist Organization and Jewish Agency. 2) For the first time in many years the new executive includes two Herut Party represenatives (Zionist Revisionists) thereby re- solving the crisis which prevented the election of a new executive at the last Zionist Congress. 3) The Actions Committee also approved, almost without opposi- tion, the election to the executive of six additional members ad per- sonam, on a non-party basis, thus relaxing to that extent the rigors of the party system; it also con- ferred full voting status to M. Nar- bodi, as a representative of the Sephardi community. Dr. Neumann emphasized that the new executive was authorized, in conjunction with the praesidium of the Actions Committee, to co- opt a limited number of additional members on a non-party basis. Jacques Torczyner, president of the Zionist Organization of America Sunday criticized the broadening of the Jewish Agen- cy executive by the co-option in their individual capacities of re- ligious personalities into the governing structure of the Zion- ist movement. The religious leaders named as members are Simon Greenberg (Conservative), Rabbi Emanuel Rackman (Orthodox) and a rabbi of the Reform branch of American Judaism who is to be named at the next meeting of the executive. Torczyner, who headed the ZOA delegation to the eight-day Jerusa- lem sessions, spoke before several hundred Zionist leaders from all parts of the country Sunday at the final session of a two-day meeting of the national executive commit- tee of the ZOA, the ruling body of the organization between annual conventions, held at the Statler- Hilton.
