UNEF's Future Called Gloomy by U Thant

Curacao Hosts Caribbean
Reform Jewish Conference

UNITED NATIONS, N.Y. (JTA)
—Secretary-General U Thant said
that, due to the lack of financial
support by members of the United
Nations, "the future of some of
the peace-keeping operations, like
the United Nations Emergency
Force and the United Nations
Force in Cyrus, is rather gloomy."
"In spite of my repeated appeals
for contributions," he added, "the
response has been far from en-
couraging." He made that state-
ment at a news conference in the
course of a general review of many
recent U.N. developments.
The UNEF has been stationed
for nine years on the Egyptian-
held side of the Gaza Strip border
with Israel, and at Sharm el-
Sheikh, overlooking the Gulf of
Akaba. The emergency force acts
as a policing body to keep the
Egyptian-Israeli borders - from
erupting into conflict, and to guar-
antee freedom of Israeli shipping
to and from the port of Eilat.
Demands for United Nations
action on behalf of free exercise
of .cultural rights by all ethnic
and minority groups in all coun-
tries were made here today by
an Israeli, a Frenchman and a
Finn in addresses before the
Subcommission on Prevention of
Discrimination and Protection of
Minorities.
In accordance with the group's
rules, none of the speakers named
any member state of the UN where

WILLEMSTAD, Curacao — This
capital of the Netherlands Antilles
will be the setting for a Caribbean
Conference Feb. 3 to 6 to advance
the cause of liberal Judaism in
the Caribbean, it was announced
by Rabbi Simeon J. Maslin of
Curacao. Rabbi Maslin is the lead-
er of United Netherlands Portu-
guese Congregation Mikve Israel-
Emanuel, the oldest Jewish con-
gregation in the Americas, which
still worships in the hemisphere's
oldest synagogue, dating from the
middle of the 17th Century.
Dr. Jacob K. Shankman, presi-
dent of the World Union for Pro-
gressive Judaism, will represent
the New York headquarters of this
organization. Rabbi Sanford Selt-
zer, regional UAHC director, for
the Southeastern United States,
will be present.
WUPJ is an international organi-
zation of Reform Jewish religious
associations and congregations.
A goal of the conference is to
establish closer relationships be-
tween United States and Caribbean
congregations, their rabbis and
laymen.

marks were aimed at • the Soviet
Union. One of the speakers, V. V.
Saario, of Finland, used the term
"cultural genocide" in his stric-
ture, a phrase often used by Jew-
ish organizations and others who
protest against denial of cultural
rights to Jews in the Soviet Union.
The other speakers on the sub-
ject, during a debate on genocide,
were Dr. Meir Rosenne, Israel's
alternate delegate to the subcom-
mission, and Pierre Juvigny, who
represents France. Dr. Rosenne
told the subcommission that the
UN ought "to find some way to
include these cultural rights in
an international agreement!' Mr.
Juvigny referred to a convention
against discrimination in educa-
tion, adopted by the United Na-
tions Educational, Scientific and
Cultural Organization, and said it
was "highly regrettable that, in
some parts of the world, these pre-
rogatives are not recognized."
The subcommission voted to re-
tain a reference to religious host-
ility in a draft convention despite
objections from Yacov Ostrovsky,
the Soviet representative, who said
the reference to religious hostility
was not important and it should
be eliminated.
Dr. Rosenne, the Israeli repre-
sentative, told the subcommission
that "a large Jewish community"
which was considered by some ex-

by the press of that country. This
was understood to be a reference
to Soviet Jews.
A proposal aimed partly at the
United States, recommending
that the United Nations call on
all governments that had not yet
• acceded to the UN Convention-
Against Genocide do so by 1%8,
was made to the Subcommission
on the Prevention of Discrimina-
tion and Protection of Minori-
ties.
The anti-genocide convention,
adopted. by the General Assembly
in 1948, has to date been ratified
by 68 governments, including all
members of the Soviet bloc, while
Britain announced recently it is
ready to ratify the pact. The USA,
however, has never acceded to the
instrument which terms genocide
a crime, making it punishable.
The proposal was made before
the 14-member subcommission, a
subsidiary body of the UN Com-
mission of Human Rights, by the
Coordinating Board of Jewish Or-
ganizations, comprised of Bnai
Brith and the Board of Deputies
of British Jews. Dr. William Ko-
rey, representative of the CBJO,
which has a voice but not a vote
in the subcommission, expressed
"regret" that "some" governments
had not yet ratified the Convention
Against Genocide.

Israel-Arab Competition
for Tourists Intensified

TEL AVIV—Arab competition
with Israel for the tourist trade
entered a new phase, according to
well-informed sources. The Arab
countries followed up their reduc-
tion on fares by a substantial re-
duction of hotel room rates.
The Israeli hotel owners have
decided to meet this competition
by reducing the rates by approxi-
mately 15 per cent on rooms in
the Hilton, Sheraton, Dan and Ac-
cadia. The competition for tourists
between the Arab countries and
Israel nevertheless continues un-
abated.

148,500 Persons Emigrated
From Israel in Last 18 Years

JERUSALEM (ZINS) — A total
of 149,500 persons emigrated from
Israel in the past 18 years, well-
informed sources announced here.
However, since 1960 the number
of such emigrants declined. In
1961 two out of each 1000 residents
left the country: in 1962-1.7 per
1000; in 1963, 1.1 per 1000 and in
1965 only 0.9 for each 1000 resi-
dents. Two thirds of those who
emigrated belong to the category
of newcomers.
