THE ISRAEL SCENE: The voices in Israel that plead for seeking more accommodation with Russia will be more powerful now that the left-wing Mapam Party has joined the Israeli Cabinet . . . However, it is questionable whether Abba Eban, the new Foreign Minister, will follow a policy different from the one followed by Golda Meir, who retired from the post . . . A good deal depends, of course, on whether Moscow will soften its attitude toward Israel . . . Already Eban indicated that he would like to see Moscow join the Anglo-American- French pact guaranteeing Israel's borders . . . Prime Minister Levi Eshkol has in recent years based his administration on three stalwart supporters: Foreign Minister Golda Meir, Minister of Educa- tion Zalman Aranne, and Finance Minister Pinhas Sapir. . . The latter two have remained in their posts in the new Cabinet . . . Before the formation of the new Cabinet, Sapir sprang a surprise on the country by announcing that he refused to return to the Finance Ministry . . . However, Eshkol and others would not hear of this, nor would the non-Mapai business community, whose favorite son Sapir has been for many years . . . Strong pressure was put on Sapir, who finally agreed to remain in the new Cabinet on condition that he would be given a free hand to carry out his economic policies . . . He wants to curb inflation by cutting off virtually automatic wage increases that have followed in the wake of every rise in the living index . . Most economists agree with his basic premise that Israel's industrial efficiency is kept down, and costs are driven up by labor's "right" to wage hikes with every rise in living cost . . . The left-wing is nat- urally opposed to Sapir's demand, because it is committed to help labor voters to protect labor's interests; come what may . . . The fight to curb wage demands will therefore be fought by Sapir now, with the backing of Premier Eshkol. THE AMERICAN SCENE: The American Jewish Committee is developing strong activity in anti-poverty projects . . . It has conducted conferences of Jewish business leaders in a number of cities to promote job-preparation training programs and job integration . . . Such con- ferences were held in Washington, Cleveland, Miami, Milwaukee, Detroit and other cities . . The AJCommittee has also promoted nonsectarian conferences in Dallas, Atlanta and a number of other cities . . . These conferences have already resulted in opening up a considerable number of new employment opportunities for ethnic minorities . . . Work is also being conducted by the AJCommittee with universities and colleges in developing research and other materials related to special aspects of the phenomenon poverty. Diplomatic Ties Result in More Tourism to Israel, Frankfurt Travel Office FRANKFURT (JTA) — West German tourism to Israel has grown greatly since the Bonn gov- ernment and Israel decided to enter diplomatic relations, with the result that the Israel Ministry of Tourism has now opened a travel office in this city. The num- ber of German tourists entering Israel in 1965 reached more than 11,000. LONDON (JTA) — Two Pales- tinian Arabs are under arrest in a Lebanese prison to prevent their participation in a commando raid against Israel, it was reported here Monday from Beirut. The arrest of the Arabs was dis- closed by a Lebanese Army spokes- man who displayed the two pris- oners to show that they were in good health after the death of a third prisoner, also arrested to prevent his infiltrating into Is- rael, gave rise to allegations that the prisoners were tortured. The Lebanese spokesman said that the third prisoner, Jalal Kaa- wash, died after jumping from a window of an army headquarters building. On hearing of the man's death last week, Syrian and Pal- estinian demonstrators in Damas- cus hailed Kaawash as a "hero and martyr" and denounced "traitors and treason" in the Arab dispute with Israel. - Earlier, it was reported from Amman, Jordan, that a number of Palestinians have been arrest- ed in Jordan as a result of the sharp conflict between the Jor- danian government and the Pal- estine Liberation Organization. The arrests followed two inci- dents, one at Jericho and the other at Hebron, both on the Jor- dan River's western bank. The first incident took place when Pal- estinian crowds stormed a tent set up in Jericho's main square for King Hussein and his party, who were to attend a festival. The king left a few minutes before the tent was stormed. The incident occurred when the Jordanian authorities confiscated light arms from a car traveling between Hebron and Jerusalem and arrested four persons. Searching further, they discovered two caches of arms, one in Hebron and the other in Arab-held Jerusalem. Some reports said the arms be- longed to an underground Pales- tinian organization known as Ven- geance. Tension between the Jordan gov- ernment and the Liberation Orga- nization has been mounting steadi- ly. Hussein says Ahmed Shukairy, leader of the PLO, is trying to undermine the unity of the Jor- danian people and the army.
