than, Israel's ambassador to West
Germany, arrived here Tuesday for
participation in government dis-
cussions about the details of an
economic agreement to be made
with the Bonn government.
Among the items to be discussed
are the size of West German eco- 1
nomic aid and whether German as-1
sistance is to be linked to Israel's
development budget or to be tied!
with specific projects. Bonn is un-
derstood to have requested that
the latter course be followed.
The economic talks with West
Germany, to be held soon, will
translate into practice the promise
of economic aid to Israel made by
the Bonn government last spring
when it announced its readiness
to establish diplomatic relations
with Israel. Germany had moved
very slowly on implementing that
promise but finally agreed to start
the talks since Chancellor Ludwig
Erhard's government has been as-
sured of continuance by last fall's
election.

In September 1654, the French
vessel St. Charles sailed slowly
Into New Amsterdam carrying
23 "healthy but poor" men, women,
and children. They were to become
the first Jewish community to set-
tle in what is now the United
States.
The 23 had set out from Recife,
Brazil, in January 1954, when the
town was captured from the Dutch
by the Portugese, who ordered all
Dutch subjects to leave. A vessel
carrying the 23 was attacked by
pirates who looted the ship. Res-
cued by the St. Charles, the refu-
gees were set ashore penniless in
New Amsterdam.
They were met by the only Jew-
ish settler in New Amsterdam, Ja-
cob Barsimson, who had come
from Holland a month earlier.
With their arrival, the Jews'
troubles increased. Peter Stuyve-
sant, the governor general of the
colony and a supporter of the
Dutch Reformed Church, had lit-
tle use for any other religious
groups in the colony — Huguenots,
Moravians, Presbyterians, or Jews
—but it was the Jews whom he
disliked especially.
However the Dutch West India
Company, which had established
the colony, told Stuyvesant not to
disturb the colony. Encouraged,
the group sought to share the du-
ties of the community. Asser Levy
petitioned for the right to stand
guard in the town as other burgh-
ers did. Until then, Jews had
been taxed instead. Levy won and
thus became the first Jewish sol-
dier in North America.
He then petitioned for burgh-
er rights, which, when granted,
gave him his citizenship.
The colony's major industry in
those days was fur trading with
the Indians, and Levy, after oppo-
sition from business rivals, suc-
ceeded in establishing the right of
free trade throughout the colony.
Levy became one of the six li-

censed butchers in the community,
but because of his religion, was
excused from slaughtering hogs.
While the little band of Jews
was winning these rights, similar
groups were carrying on the same
fight elsewhere. In . 1655 Jews
came to Delaware, in 1656 to
Maryland, in 1658 to Newport,
and in later years to Philadelphia,
Charleston, and other towns.
After the United States was es-
tablished, Jewish immigration,
like that of other groups, came in

waves. In the 19th Century, Jews
came from Germany, Holland, and
England. Oppression of Jews in Po-
land and Russia encouraged immi-
gration from Eastern Europe. The
next large-scale move was spurred
by Hitler's cruelties.
Historically, Asser Levy helped
found the tradition of religious
liberty in the New World. He set
a pattern for future Jewish immi-
grants, all of whom gave some-
thing to America in return for its
freedoms and protections.
