Philadelphia Adopts
Policy on Campaigns

PHILADELPHIA (JTA) - The
board of trustees of the Federa-
tion of Jewish Agencies here
adopted a statement of policy per-
taining to multiple campaigns for
its constituent and beneficiary
agencies. The policy is an attempt
to bring about a more orderly
process for the number and timing
of multiple fund-raising campaigns
by constituent agencies, either for
capital or maintenance require-
ments.
It was pointed out that any di-
version of funds, manpower and
interest from the central aims of
Federation - particularly as it
applied to the annual drives of
the Allied Jewish Appeal, the
United Fund, and Federation
Building Fund - is ultimately
detrimental to the success of meet-
ing agency needs.
Board members were urged to
keep in mind the primacy of
Federation's fund-raising efforts,
and to gear their annual support
in the light of that primacy. Mem-
bers were reminded that they are
expected to help promote Federa-
tion as the central fund-raising
and service instrumentality for the
Jewish community both among in-
dividual contributors and organi-
zations.
However, it was noted that
Federation board members may
assume leadership roles or parti-
cipate in independent campaigns
provided such campaigns are in
accord with Federation policy.
National overseas agencies, seek-
ing to raise capital funds in Phila-
delphia are required to seek
clearance from the campaign
clearance committee. All agencies
conducting campaigns with
Federation approval are required
to submit full financial informa-
tion on these campaigns. The
policy requires all agencies to re-
frain from conducting any fund-
raising effort during the annual
drives of the Allied Jewish Appeal
and the United Fund.
