Israel Casts 'No' Vote on UN Arab Refugee Resolution

UNITED NATIONS, N. Y. —
By an overwhelming vote of 91
-- to 1, with seven abstentions, the
General Assembly of the
nited Nations adopted a resolu-
on Wednesday dealing with the
Arab refugee problem, giving a new
three-year mandate to the United
Nations agency aiding the refugees
and directing the head of that
agency to "rectify" the relief rolls
which have been swelling year by
year since 1950.
The sole negative vote was cast
by Israel, whose permanent repre-
sentative here, Ambassador Mich-
ael S. Comay, explained that his
delegation voted "No" because the
resolution adopted had emphasized
a single paragraph of a 1948 As-
sembly resolution which the Arab
states interpret as giving the
refugees a non-existent "right" to
return to Israel.
By inchiding reference to that
1948 paragraph, Camay told the

Assembly, the United Nations
had failed to affirm the principle
that the most urgent need in the
Middle East now is for "dia-
logue" between Israel and the
Arab governments toward final
solution of all the Arab-Israel
disputes.
The resolution extends the man-
date of the United Nations Relief
and Works Agency for Palestine
Refugees, due to expire next June
30, to June 30, 1969. It "directs
t h e commissioner general of
UNRWA to take • such measures,
including rectification of the relief
rolls, a problem which has been
and continues to be of major con-
cern to the General Assembly to
assure, in cooperation with the
governments concerned, the most
equitable distribution of relief
based on need."

Want to Retain,
UNEF Force

UNITED NATIONS, N. Y. -(JTA)
— Israel has made it clear to the
United Nations sceretariat that it
opposes any idea of either
evacuating or drastically curbing
the operations of the United Na-
tions Emergency Force.
The issue came up because a
special commission appointed by
Secretary-General U _Thant is cur-
rently investigating the operations
and budget of the force, which
stands on guard on the border of
the Gaza Strip and at Sharm el-
Sheikh, in Egypt's Sahara Desert,
overlooking the Gulf of Akabah.
The special commission is due to
report its findings to Thant within
tke next few days.
Israel's stand regarding UNEF
has been voiced in a continuing
series of conferences between its
delegation here and the secretariat.
Israel's view has been spelled out
as one holding that UNEF has
been an important factor in the
prevention of border incidents be-
tween Egypt and Israel since the
Force was established in 1956.
