Euromart Council OKs Surcharge on Citrus; Threat to Israel Imports BRUSSELS (JTA)—The Council of Ministers of the European Eco- nomic Community allowed the re- cent decision of the EEC Com- mission providing for minimum reference prices on citrus fruit im- ported into Common Market coun- tries, to go into effect Wednesday. At the same time, the Council decided Tuesday to leave the door open for reconsideration of the en- tire issue which threatens Israel's orange exports to these countries because of compensatory taxes aimed at rising prices to a level higher than Italian oranges. That ruling would increase the price of Israeli oranges for the ultimate European consumers by about 20 per cent and could reduce Israel's income considerably. While permitting the commis- sion's ruling to take. effect, the Council's decision authorized the commission and the special com- mittee for agriculture to present before Jan. 31, proposals for an alternate solution to the problem of citrus imports into the Com- mon Market countries which would give due consideration to the effect of the system on trade with coun- tries outside the EEC. Tuesday's decision, while im- plementing the. ruling providing for unpredictable compensatory taxes on imported citrus, opens the way to some new approach to the protection of Italian orange producers which would not affect the traditional trade Correspondent Ordered Out of the Soviet Union channels of non-member coun- tries. Israeli orange producers must now await the first test cases of the price differential and the at- titude of EEC officials on the en- forcement of the compensatory taxes, before the precise effect of the system on Israeli trade is known. Israel Minister of Commerce and Industry Haim Zadok had gone to Europe to try to persuade the Council of Ministers to negate the new ruling. Reporting that he had discussed the issue with the top representa- tives of the Euromart at the EEC headquarters in Brussels, Zadok said then that reversal of the newly created rule on "reference prices" was unlikely in view of the fact that France, one of the six mem- bers of the EEC, is now boycotting the EEC's Council of Ministers. Aharon Becker, secretary gen- eral of the Histadrut, Israel's labor federation, appealed Mon- day to the heads of trade unions in the member countries of the European Economic Community to intervene on Israel's behalf in this country's struggle to maintain its competitive position in the export of citrus fruit to Common Market countries. In messages cabled to union leaders in France, West Germany, Italy, Belgium, the Netherlands and Luxemburg, Becker asked them to intervene with their gov- ernments to prevent the introduc- tion of the minimum prices which would threaten the employment of thousands of workers in the citrus industry and allied jobs. He stres- sed the urgent need for immediate action in view of the approaching citrus harvest. About 40 per cent of Israel's total exports to the Euromart coun- tries consists of citrus fruits. (JTA)—The 25th anniversary of the Brandeis Institute was marked at a meeting of the board of directors which elected film producer Steve Broidy as president and renamed him chairman of the board. Willard Chotiner, who served three years as president, was elected treasurer. The board adopted a resolution lauding Dr. Shlomo Bardin, founder and exe- cutive director. Brandeis Institute provides a summer leadership, training program for Jewish col- lege students in the United States and Canada, sponsors a year- around adult education program, and operates a camp for Jewish children at its 2,200 acre site at Brandeis, California.
