Bias Reports Disturb British Reds

LONDON (JTA)—Two branches
of the British Communist Party
have called on the party leader-
ship to make inquiries in Moscow
about anti-Semitism in Russia.
The demand was disclosed with
the publication of the British Com-
munist Party's agenda for its an-
nual congress here later this
month. A resolution by the North-
western England Prestwich branch
noted "with concern, criticisms
made by prominent individuals in
the international Communist and
general peace and progressive
movements of the attitude of the
Soviet Union to the religious and
cultural requirements of the Jew-
ish minority."
It called on the British party's
national executive to obtain from
the Russian government either a
satisfactory rebuttal of the criti-
cism or an assurance that their
causes would be removed as
speedily as possible.
Another resolution urged the
party's annual meeting to express
concern "at the lack of rights and
facilities for Soviet Jews com-
pared to those, for example, of
Poland."
It asked the party leadership "to
inquire into the failure of the
Soviet government fully to re-
habilitate the Jews as it has other
minorities which suffered under
Stalin and to restore to them the
institutions they had before their
unjust suppression in the postwar
period."

of the world to the continued op-
pression of Jewish religion and
culture in Russia.
The warning was sounded by
Sir Barnett Janner, Labor member
of the British Parliament and
former president of the Board of
Deputies of British Jews, in a re-
port presented to t h e monthly
meeting of the board of which he
is the chairman of the foreign
affairs committee.
In reviewing the situation of
the Jews in the Soviet Union, Sir
Barnett said that the Soviet gov-
ernment has recently undertaken
"a massive propaganda effort to
disarm international public opin-
ion" regarding the oppressions
against Soviet Jewry which, he
stated, are continuing despite all
the official Soviet efforts to paint
a brighter picture.
"It is clearly impossible for us,"
Sir Barnett told the Board of Depu-
ties, "to stand by and watch this
situation without making our con-
cern and our misgivings known
to the Soviet authorities. T h e
Jewish community in this country
and in other countries cannot be
indifferent to the plight of Soviet
Jews, to whom many of us are
related by the closest family ties.
The fact that they are allowed no
organization, no voice in their own
affairs, makes our responsibility
even greater."

Why does an observant Jew al-
ways wear some type of cover-
ing over his head?
The logical explanation for this
practice is most often referred to
as the reason given by the Talmud-
ic sage, Rav Huna, who would not
move a distance of four cubits
without having his head covered
because he felt the head covering
was a symbol that "The Almighty's
Presence is over my head" (Kid
dishin 31a). Basically, then, the
practice of covering one's head
demonstrates the feeling and belief
on the part of the individual who
does so that there is a higher
power, a Divine Being, the Al-
mighty Himself, who must always
be sensed as being higher and more
powerful than man, to whom man
is always responsible for his ac-
tions. Ray Nachman's mother
always kept his head covered so
that an astrologer's prediction that
he would grow up to be a thief
would be thwart e d (Shabbath
156b). The famous Chasam Sofer
regards this observance as a dem-
onstration of humility (Response,
Likkute, 2).
Is this practice to be consid-
ered a law or a custom?
While some early authorities
speculated upon this question, late
writers, like the Chafetz Chayyim
(Shaare Tziyyon, Orach Ghayyim,
3) and the Taz before him (Orach
Chayyim 8, 3) considered this a
law. What should be understood,
however, is the fact that, regarding
this practice as a custom, does not
mean that its meaning and ob-
servance is to be taken lightly.
Those who question the authority
of such a Jewish practice since
they find no explicit mention of it
in the Bible are cautioned by the
Rabbinic sages to remember that
accepted Jewish practices such as
this are classified under the oft
repeated Biblical command that
bids us to "walk in all the ways of
the Almighty" (Deuteronomy 10:12;
8:6). The violation of such a practice
is said to cast one into the category
of those who "follow other gods"
(Deuteronomy 8:19), who cause
"divisiveness" among Jews (Lo Sis-
godedu) and those who follow re-
ligious practices of foreign cults.
While many specific laws and
practices are minutely described
in the Bible, many were not com-
pletely spelled out so as to produce
a creative, dynamic development
of the Jewish people through its
faith as spelled out by competent,
ordained and inspired religious
authorities in order to insure the
survival and singularity of pur-
pose and existence of the Jewish
people and their eternal mission.

Orthodox Judaism today repre-
sents "the only remaining vestige
of Jewish passion" in the United
States, the lead article in the 66th
annual edition of the American
Jewish Year Book declares.
This most comprehensive posi-
tive report on Orthodox Judaism
ever to appear in a publication in
this country contradicts earlier
predictions of the demise of Ortho-
doxy. It was written by Charles S.
Liebman, assistant professor of
political science at Yeshiva Uni-
versity.
"Orthodoxy's inner core is grow-
ing in numbers and financial
strength. It is experiencing a
greater sense of confidence and
purpose," the article states, "but
its ultimate direction and form are
still undetermined."
The 652-page Year Book is pub-
lished jointly by the American
Jewish Committee and the Jewish
Publication Society of America.
The editors are Morris Fine and
Milton Hirnmelfarb.

Acknowledging that his figures on
Orthodox Judaism are estimates,
Prof. Liebman cincludes that a total
of 205,640 men are afifliated with the
1,603 known Orthodox synagogues in

with any congregation.

He gives no figures on the total
numbers in Orthodox families al-
though he cites a 3.3 figure for all
Israel families, and adds that Re-
form Jewish families are esti-
mated at 3.5 individuals and Con-
servative Jewish families at 4.5
individuals. The total Jewish popu-
lation of the U.S. is currently esti-
mater at 5,660,000. Since Orthodox
families traditionally are larger
than those of other segments of
Judaism, probably as many as
1,000,000 Americans now constitute
the Orthodox segment.
Of the 31 yeshivot listed, Yeshi-
va University, founded in 1896, was
the first and only institution in
existence up to 1921. The past 25
years mark the great growth of
yeshivot, with 12 founded in the
1940s, six in the 1950s and four thus
far in the '605.
