In New York, the pro-Communist

NEW YORK—Close to 2,000
loans, with a dollar value of almost
$1,500,000, were issued to needy
Jews by Joint Distribution Commit-
tee-supported loan funds in Europe
during the first six months of 1965,
it was reported by Charles H. Jor-
dan, JDC director-general.
The total dollar value of loans
issued from the end of World War
II through the middle of 1965 is
over $40,600,000, Jordan added.
Of the loans issued thus far in
19615, 723, worth $429,000, went to
Jews in France, most of them to
newcomers from North Africa. In
addition to the loans in Europe,
during the same period over 204
loans, valued at more than $155,000,
were made in Morocco and Tuni-

UNITED NATIONS—A United
States move to write a specific con-
demnation of anti-Semitism into a
proposed treaty against racial dis-
crimination was defeated Wednes-
day in the social, humanitarian and
cultural committee.
The 117-nation committee voted
82-12, with 10 abstentions, 'to de-
lete from the text "any reference
to specific forms of racial discrim-
ination." This marked a victory
for the delegation from Greece and
Hungary, who proposed the dele-
tion.
Voting against the latter pro-
posal besides the United States
were Israel, Belgium, Bolivia, Bra-
zil, Canada, Luxembourg, the Neth-
erlands, Britain, Uruguay, Austra-
lia and Austria.
The Soviet Union had pro-
posed that the treaty condemn
Nazism, neo-Nazism and Zion-
ism. The United States declared
it was outraged at what it said
was an attempt to equate Zion-
ism with Nazism.
The Greek delegate, Alexandra
Mantzoulinos, said that "if each
delegation were to condemn spe-
cific hatreds, the convention would
become a record of hatred and not
a great humanitarian document."
Bolivia Monday took steps to kill
the Soviet move which would
equate Zionism with Nazism and
anti-Semitism by introducing an
amendment to the Soviet Union's
proposal and knocking out the

BRIDGEPORT, Conn. (JTA) —
Civic and Jewish communal lead-
ers joined Sunday in voicing shock
and outrage at the desecration by
unknown vandals last weekend of
Congregation Bikur Cholim, where
five Torah scrolls were slashed, a
swastika carved on the ark and the
ark-curtain ripped.
While police said that there
was no evidence that the desecra-
tion was the work of any neo-
Nazi group, and that the vandals
were probably juveniles, Rabbi
Alexander Schuck, spiritual lead-
er of the congregation, pointed
out that there was no damage
of a general type as might be ex-
pected by simple vandals. He
said the damage consisted of
specific destruction and deface-
ment of Jewish symbols.
11layor Samuel J. Tedesco said
that the vandalism to the synagogue
was "most degrading," and that
such incidents must be stopped.
"I know of no act that is more
reprehensible." he declare d.
Nathan Skolnick, executive direc-
tor of the Bridgeport United Jew-
ish Council, called the desecration
"a most serious _affront to the
Jewish religion."

Brandeis Parley Considers
Status of USSR Minorities

WALTHAM, Mass — A wide-
ranging analysis of the status of
ethnic minorities in the Soviet
Union will be conducted by 20
notable authorities and scholars
Oct. 29-31 during a three-day con-
ference sponsored by Brandeis Uni-
versity's new Institute of East
European Jewish Affairs.
During the five panel discussions
scheduled for the conference, the
participants will examine the
problems and uncertainties that
confront Jews and other European
and Asian peoples in the Soviet
Union.
