Johnson Promises Eshkol: U.S. to Join in Construction of Desalination Plant JERUSALEM (JTA) — Presi- dent Johnson has promised Pre- mier Levi Eshkol that the U.S. government will take part in the financing and implementation of construction of the multimillion dollar Israel nuclear desalination project. Myer Feldman, who served the late President Kennedy as White House adviser on Jewish Affairs, met Monday with Premier Eshkol and reportedly delivered to the premier the President's pledge. It was assumed that Primier Eshkol would ask Feldman to de- liver a personal reply to the Presi- dent and that after that intensive negotiations would begin in Wash- ington on steps for implementation. Nim arglatt, Marking Great Israel University's Tenth Anniversary Tuesday Evening, November 30 at Lobo Hall Juvenile Violence Erupts in Tel Aviv TEL AVIV (JTA)—Tel Aviv's Hatikva quarter erupted in juvenile violence last weekend for the sec- ond time in five days as thousands of youths blocked the intersection of two streets, stoned cars and molested drivers. Police arrested 49 of the rioters aged 15 to 28 before finally dis-. persing the crowd. Two policemen were slightly injured. Forty-five youths were arrested after a simi- lar incident earlier last week. In that incident, about 500 youngsters jammed the streets in the Hatikva section of Tel Aviv, blocking traffic, stopping cars and molesting passersby until po- lice moved in. The police arrested 45 of the youths, aged 16 to 22 and dispersed the mob. They said the area had been a center of holliganism in re- cent months. On Sunday night, the youths assembled to see "races" be- tween cars stolen from northern Tel Aviv. When only one car arrived, the disappointed youths spilled . into the streets, shouting "we want youth clubs" and later started throwing stones. Titled "Sheliah Tsibbur B'Halak- hah" (The Cantor's Manual of Halakhah), the scholarly volume represents a pioneering contribu- tion to the field of Halakhic litera- ture by synthesizing, for the first time, all -the laws pertaining to the "Sheliah Tsibbur" as found both in the "Shulhan Arukh (the Code of Jewish Law) and the ac- cepted interpretations and mod- ifications by later scholars. Written by Cantor Walter Oren- stein, cantor of Shaarey T'filoh of Kings Highway, • Brooklyn, the manual contains three sections. The first two parts, translated into English, discuss general laws such as the importance of con- centration during the service, laws of the "Talis," (prayer shawl), a cantor who is in mourning, laws of the Sabbath, the Festivals and the High Holidays. The third part con- tains the order of services during the year, the laws concerning errors made during a service and a special section of Responsa litera- ture on vital questions.
