Toronto Funds Forced
Cutback in Spending
by $800,000 Deficit

Probers Work on Report: Chesed Shel Emes
N.Y. Organized Crime
Schedules Service
in Kosher Meat Business
NEW YORK (JTA) — United for 6 Million Martyrs

TORONTO (JTA) — The Jewish
Welfare Fund of Toronto, facing
a current deficit of $800,000, said
it would discontinue deficit fi-
nancing and cut back spending
for beneficiary agencies.
At the same time, the JWF an-
nounced approval of a new formula
for subsidy of Jewish education,
based on a limitation that only up
to 50 per cent of the cash income
to the JWF from the annual United
Jewish Appeal drive can be spent
for Jewish education in any fiscal
year.
The effect of the formula, ac-
cording to Dr. Arnold A. Epstein,
JWF president, is that the Welfare
Fund will no longer be able to
provide a sufficient sum to cover
the deficits of all subsidized Jew-
ish schools unless the 1966 drive
can produce substantially larger
sums, or greater economies are
effected by the schools.

States Attorney R o b e r t Morgen-
thau's office and the office of Nas-
sau County District Attorney Cahn
are both investigating the activi-
ties in the kosher meat industry
of Johnny Dio, a convicted labor
racketeer now associated with New
York Kosher Provisions, Inc., which
markets products under a brand
name of "Tel Aviv."
According to sources close to the
federal inquiry, sales of "Tel
Aviv" products have been grow-
ing rapidly since salesmen for the
company were reported to stress
to storeowners the fact that John-
ny Dio was behind the company.
The office of District Attorney
Cahn has been investigating for
10 months "an attempt by or-
ganized crime led by John 'Johnny
Dio' Dioguardi and others to take
over the kosher meat business."
