Rep. James Roo seveh's Speech on Mid-East
Brings Halpern Retort on Arab Refugee Issue

WASHINGTON, (JTA) — Rep.
James Roosevelt, whose appoint-
ment as new United States am-
bassador to the United Nations
Economic and Social Council was
confirmed here Tuesday by the
Senate Judiciary Committee, pro-
posed in a speech in the House
of Representatives a United Na-
tions plan to resolve Arab-Israel
water differences. He also urged
that Israel demonstrate a "stronger
initiative" to settle claims of the
Palestine Arab refugees.

Rep. Roosevelt, California Dem-
ocrat, cautioned that the Arab-
Israel water dispute could lead
to war, and urged nuclear desalin-
ation, "using Israel as a model
project." He said "The United
Nations has an opportunity here to
work for a regional water plann-
ing system for this area, for which
the UN should assume definite

Roosevelt told the House that
"a real effort to help the ref-
ugees would improve Israeli's
image. Both sides must cease
being totally negative." He
stated: "Israel hereself has col-
lected substantial reparation for
German injuries to Jewish
people, and should take a
strong initiative to receive and
settle just claims of Arab ref-
ugees."
Rep. Roosevelt added that Arab
states rejected projects designed
to integrate Arabs into the econ-
omic life of the Near East for
"political reasons." He asserted
that the United States must now
work to phase out the activities
of the United Nations Relief and
Works Agency for Palestine Ref-
ugees in the Near East by "reset-
tlement of the refugees and by
providing work opportunities for
them through establishment of an

although Nasser has not been "a

WASHINGTON (JTA) — Speak-
er of the House John McCormack
welcomed a delegation of 20 Is-
raeli girl scouts and boy scouts
to his office, and recalled his per-
sonal support of Jewish Statehood.
He said he was proud of his role
in shaping the Democratic Party's
1944 platform which called for an
independent Jewish nation in
Palestine. He also paid tribute to
the role of two Jews in his state,
Massachusetts, who backed the Is-
raeli cause, naming Dr. Dewey
Stone and the late Elihu Stone.
Ilana Harman, daughter of Is-
rael Ambassador Avraham Har-
man and Mrs. Harman, presented
McCormack with an Israel Scout
pin which bore the motto, "Be
Prepared," in Hebrew. The min-
ister of the Israel embassy here,
Ephraim Evron, represented the
Israel government in the cere-
mony, and was warmly greeted
by McCormack.
