UN Commission Rapped for 'Legalistic' Deadlock

}

JERUSALEM ( J T A )—The re-
fusal of the Jordan-Israel Mixed
Armistice Commission to condemn
Jordan for the mine-laying incident
in which four persons were in-
jured in the Jerusalem area three
weeks ago was criticized by diplo-
matic sources here as stemming
from "fine legalistic grounds."
The Israel government assumes
that the mine, which exploded un-
der a border police command car
near Kibbutz Netiv Halamed Heh,
near Jerusalem, was placed by
members of the terrorist "El Fa-
tah" under Syrian orders.
The MAC chairman, Lt. Col.
Huot of Canada, caused the MAC
deadlock by abstaining in the vote,

although he had previously voted
for a clause expressing regret at
such disturbances of the peace and
tranquility. Col Huot explained his
vote by saying that there was no
proof that the perpetrators of the
mine had come from Jordan, al-
though there was evidence that
they had fled there after the inci-
dent.

Strategic JNF Outpost

A new outpost being built by
the Jewish National Fund will be
settled in November on the east-
ern border of Israel's "narrow
waist," where only 12 miles sepa-
rate the Mediterranean Sea from
the Kingdom of Jordan.

Lotz, the West German business-
man who allegedly confessed to
being a spy for Israel in Egypt,
was sentenced in Cairo to life im-
prisonment at hard labor and
fined $75,000, according to Cairo
reports received here.
Lotz' wife, Walrud, who had
pleaded not guilty to charges of
spying for Israel and attempting
to assassinate West German rocket
scientists working for Nasser, was
sentenced to three years at hard
labor and fined $2,400.
Another West German citizen,

Franz Kiesow, was acquitted of a
charge that he relayed classified
information on Egypt's military
and economic situation to his em-
ployers, the Mannesman Co., in
Dusseldorf.
