The decision was taken because Ben-Gurion and his supporters claimed the decision of the Mapai Secretariat to oust the Ben-Gur- ionists had stated they had "ex- pelled themselves" by forming a new election list. The Ben-Gurion ists had insisted that the Secre- tariat move was "vague" and al- lows them to remain as members of Mapai. The official letters will eliminate that ambiguity. Meanwhile, the Ben-Gurion- ists published the first issue of their weekly newspaper, Maint Hadash (New Look). The publi- cation includes an interview with former Deputy Defense Minister Shimon Peres stating that members of the BenGurion group had been offered govern- ment posts. Peres resigned from his post several weeks ago to join the Ben-Gurion movement. "Even within Mapai," stated Peres, "Ben-Gurion and his sup- porters were always in the minor- ity. We could have remained in the government. We were offered jobs. But, if we remained, we would have had to give up princi- ples, and we were not prepared to do so." Ben-Gurion said at an election rally Sunday that his faction would be ready to join Israel's next government providing cer- tain other parties were to be ex- cluded from the next coalition. He named, specifically, among the parties he would want ex- cluded, the joint list of Herut and the Liberal Party and the Communist Party. The Mapai Party Secretariat, which Ben-Gurion is fighting, has referred the move to expel him and his political adherents to the party's court of honor. The sec- retariat and party leadership had already voted the expulsion. But Reuben Barkatt, secretary of Mapai, said that, in accordance with strict constiutional provi- sions, such a step must be decided finally by the court of honor. He told the mission members that while he believed that neither Jordan nor Lebanon were seeking war with Israel, they were never- theless not using all the means available to halt the Fatah raids. Levi Eshkol Says Israel Must Be Adequately Armed to Meet the threats of Nasser. TEL AVIV (JTA)—Prime Min- ister Levi Eshkol said Nasser's declarations that Egypt intends to develop new and non-conven- tional weapons "compel us to arm ourselves adequately, especially in the face of the danger of some reckless undertakings upon which Egypt may embark out of despair and loss of prestige." Addressing an Israeli paratroop exhibition at Ramat Gan, the Pre- mier noted that "Israel's enemies are receiving •arms in virtually unlimited quantities." Asserting that "Nasser insists that war with Israel is inevitable," Eshkol said that the Egyptian leader's "threats are accompanied by military prepa- rations which we cannot ignore." He did not elaborate on the types of non-conventional weapons developed in Egypt. However, an indication of the type of military- material Egypt may receive was given by Israel's former Deputy Defense Minister Shimon Peres. Addressing a political rally at Petach Tikvah, he said "China is knocking at Egypt's gate and may supply Nasser with even more and newer types of weapons, beyond the arms already flowing into Egypt." As the former highest civilian official in the Defense Ministry, next to the Premier, Peres also pointed proudly to the development of Israel's atomic re- actor at Dimona, which is being British Publisher to Withdraw Slurring Dictionary Definition LONDON (JTA — An official of one of Britain's largest publish- ing firms promised to remove from distribution all copies of the cur- rent edition of its Concise English Dictionary containing a slurring definition of Jews, and to check all other editions for removal of such definitions. Arab efforts to divert the headwaters of the Jordan River and thus to deny them to Israel were considered Wednesday at a meeting of the parliamentary foreign affairs and security committee. Premier Eshkol and Chief of Staff Gen. Izhak Rabin reported to the committee on the latest develop- ments in those efforts. A Beirut newspaper reported Wednesday that diversion work on a project in Lebanon was stopped several days ago, but added that the stop- page was due only to budgetary problems. Egypt Reported Having Trouble With Jet Program and Its Nuclear Project LONDON (JTA)—Egypt's Presi- dent Gamal Abdel Nasser is having trouble, much of it financial, in developing further his jet pro- pulsion program and his plans for building an atomic reactor, dis- patches from Cairo indicated. Both the jet program and the nuclear reactor project are parts of the Nasser plan to develop sophisti- cated weapons designed, ulti- mately, for aggression against Is- rael. On the jet propulsion program, which is reported to be in a "state of anarchy" now, the difficulty re- volves about 200 German scientists and technicians who were reported ready to leave Cairo and return to Germany, because they had not received their salaries recently and were not sure they would get their money soon. On the atomic front, the Cairo reports indicated that Nasser was having trouble raising about $70,- 000,000 he needs to build a nuc- lear reactor that would also pro- vide facilities for desalination of seawater. That plant was scheduled to be built near Alexandria. the study and future work per- formance of Israeli Arab students by giving them a sense of belong- ing, will receive the first Max Mit- chell Achievement Award totaling $10,000, made through the Jewish Federation-C o u n cil's Community Foundation. The two-year project was con- ceived and proposed by Carl Frankenstein, professor of special education at the Hebrew Univer- sity's school of education in Israel. Frankenstein was selected from among four finalists from Tech- nion and Hebrew University, ac- cording to Victor Carter, award committee chairman and president of the Jewish Community Founda- tion board of trustees. Lack of the feeling of belong- ing, stated the research proposal, is the source of much resentment and frustration among the Arabs of Israel. This condition stems from a conviction encouraged by Arab bloc propaganda, that Frankenstein calls living on the basis of such hopes a "provisional existence" which limits not only man's potentials for creative self- expression and satisfaction from achievement, but also the ability to behave intelligently. He asks: "Can the prospect of participating in some form of cre- ative achievement and service pro- vide the individual with a feeling of belonging?" Intensive case studies, it is hoped, will aid in the understand- ing and interpretation of minority psychology in general and Israeli Arabs in particular. The Max Mitchell Achievement Award was founded this year in the form of a trust fund adminis- tered by the Jewish Community/' Foundation. It provided $5,000 for, each academic year of 1965-66 and 1966-67 at Hebrew University or Technion, for a scholarship or re- search grant which promises to result in "an outstanding contri- bution to the state of Israel."
