The Council of Orthodox Rabbis
announces expansion of its kash-
rut certification services to in-
clude the kosher poultry stores.
With the support of the Michi-
gan State Department of Agricul-
ture, the Council will undertake a
program of communitywide in-
formation on the importance of
strict observance of kashrut by
merchant and housewife in the
purchase and merchandising of
kosher poultry.
The Council is presently cer-
tifying the retail kosher butcher
shops, kosher catering establish-
ments and selected food process-
ing establishments.

ment has issued a postage stamp
depicting the courtyard of an his-
toric synagogue at Toledo, a dis-

Q: Why is the Ninth Day of Av
(occurring this year on Saturday,
Aug. 7) observed as a Fast Day?
(Actually the fast is observed Sun-
day this year because the Ninth of
Av falls on the Sabbath).
A: The Mishnah (Ta'anith 4:7) re-
lates that several tragic events oc-
cured cn that date. During the
wandering of the Israelites in the
wilderness it was decreed on that
date that they (i. e. that genera-
tion) would never enter the Holy
Land but would have to perish in
the wilderness (Numbers 14:29 ff.)
Both the first and second Temples
in Jerusalem were destroyed on
that date. Bethar was captured on
that date and Bar Kochba's revolt
was then realized as a failure in
135 CE. Medieval history likewise
witnessed tragedy for the Jewish
people on that date. French Jewry
had its scrolls and religious litera-
ture burned on that date. Spanish
Jewry was finally banished in
Spain on that date in the period of
the inquisition (August 2, 1492).
Even modern historians found
tragic events in modern times on
that date. The Rabbis find one
chain of tragedy that seems to con-
nect all of these sad occasions. It
is thus that this date was observed
as a fast day from its very first
conception as such in Prophetic
Literature.
Q: Why is it that Penitential pray-
ers such as Tachnun and Selichot
are (milted on Tisha b'Av?
Many commentaries explain this
on the basis that Tisha b'Av has
a double nature. On the one hand
it certainly is a sad day being an
anniversary of so many tragic
events. On the other hand it is also
a festival of a kind since the Mes-
siah is said to be scheduled to be
born on that day. The deliverance
of the people of Israel was in-
augurated on the very same day
in which the temple was burned.
Thus, while other signs of mourn-
ing are to be noticed on Tisha b'Av,
this silent omen of festivity is also
a part of the make-up of the day,
e. that penitential prayers are
omitted. Generally speaking, in
Jewish life there is no such things
as an absolute tragedy, just as
there is no such thing as absolute
happiness. Our happy events are
tempered with sobriety as our
tragic events are softened with
optimism.

Issuance of the stamp was an-
nounced in the influential Madrid
newspaper, Hoja Del Lunes. In a
lengthy article, the newspaper re-
ferred to the Jews as "Our Broth-
ers" and also touched on the an-
cient charge that the Jews were
guilty of deicide, declaring that
the death of Jesus "cannot be at-
tributed exclusively" to the Jewish
people.
The release of the postage stamp
as well as the general tone of the
article in Hoja Del Lunes were at-
tributed here to the Franco gov-
ernment's recent development of a
policy showing greater tolerance to
non-Catholic religions, including
the Jewish religion and the Jewish
people living in Spain.
Several months ago, the govern-
ment officially granted recognition
to the Jewish community in Ma-
drid, ending a centuries-old failure
to recognize the capital's Jewish
community formally.

RONALD TANOVITZ, of Rodeo,
Calif., won first place in the third
annual international art contest of
the Bnai Brith Youth Organization.
Tanovitz's oil painting depicted the
Tower of Babel. It was titled "This
Was the Beginning." Second place
in the competition was taken by
NAOMI BERKOWITZ, of Newton,
Mass., for her print, "Abraham,
Abraham." Both top winners won
specially-mounted copies of the Is-
raeli Declaration of Independence.
Tanovitz received a $25 U.S.
Savings Bond.

Philadelphians in Israel
to See Stadium Dedicated

NEW YORK (JTA) — Twenty
prominent Philadelphia civic, busi-
ness and professional leaders left
on a goodwill mission to the state
of Israel under the chairmanship
of William H. Sylk, president of
radio station WPEN, Philadelphia.
This group will meet with high
government and labor officials,
and will dedicate a 10,000-seat
sports stadium at Hadera in honor
of Joseph G. Scott, a Philadelphia
Methodist. Scott will be a member
of the delegation that will report
to the citizens of Philadelphia on
the achievements of Histadrut, the
Israel labor movement.
