Lebanon Warned by Israel on Water Diversion Work American Bar Association Cancels 2 Functions originally Stated at Miami Club That Bars Jews NEW YORK (JTA)—The Ameri- can Bar Association, which is hold- ing its annual convention in Beach in August, has canceled its arrangements for two sessions scheduled to be held at a private club that bars Jews and other min- orities from membership. JERUSALEM (JTA) — The Israel foreign ministry warned that Israel "views with full grav- ity" any water diversion work being done in Lebanon. Lebanon and Syria have stepped up their water diversion projects, according to information received here by highly reliable sources. Israeli sources have rejected an argument advanced by Lebanon which has indicated that its re- sumption of work on a water diver- sion project was intended to "mis- lead" Arab water diversion experts scheduled to meet at Damascus next week to hear progress reports. An editorial Tuesday in Morris B. Abraham, president of the American Jewish Committee, praised the Bar Association's de- cision as a "significant step" which could serve as a "lesson that dis- criminatory membership practices represent a luxury which few groups can long afford." At the same time, Maj. Gen. Yitzhak Rabin, chief of staff of Israel's defense forces, warned Lebanon that its government would "bear the responsibility for the consequences" if it persisted in water diversion work. The foreign ministry's statement on the issue came from the minis- try's spokesman who commented on reports that Lebanon has re- sumed work on diverting a stream which feeds a tributary of the Jordan River, and that Lebanon has explained that the work is only of a "token nature." The spokesman also noted that the Israel government has "ex- changed views" on this subject with various "friendly countries." Gen.
