The latest manifestations in- cluded the dumping of paint over 1 the memorial; daubing of yellow paint on a sign of the textile bus- iness conducted here by Herzy Rosenberg, president of the Bam- berg Jewish community; and the smearing of swastikas and Nazi slogans on a wall of the United States munitions depot here. In the latter action, the Nazi slogan "Sieg Heil'." was painted; the emblem of the SS was super- imposed, the American army was denounced, and an inscription, in German, declared "We are the new German resistance move- ment and call out: Germany Awake. After 20 years, our folk demands a general amnesty. Our Fatherland does not need any Jewish tutelage " Although the city of Bamberg has offered a $5,000 reward for Bundesrat to Air Decision by Unit On Payments BONN (JTA) — The Bundesrat, upper chamber of the West Ger- man Parliament. will take up today the decision adopted last week of parliamentary mediation committee to adhere to a - decision opposed by the Bundesrat to ex- 1 pand a special hardship fund for I victims of Nazism. The mediation committee, a permanent unit of the Parliament I created to resolve differences over i legislation between the two cham- bers. acted on the question after the Bundestag, or lower house, ap- proved the expansion of the fund from 700,000,000 marks (S175,000,- 000) to 1,200.000000 marks (S300,- 000.000), and, the. Bundesrat re- jected it. The fund was set up to com- pensate 'victims who . were unable to file claims by an October 1953 deadline. because they were then in the Iron Curtain countries. Dr. Otto Schmidt, a leader of Ch a ncellor _Ludwig - Erh ard's Chris- tian Democratic Union and of the mediation committee, was asked Tuesday whether the Bundesrat might again reject the proposal.' He said that theoretically, it could but that he believed it was "almost impossible" that it would do so. He added that prolonged debate had preceded the decision of the mediation- committee to ap- prove the hardship fund expansion. the apprehension of the perpetra- tors of the outrages, no one to date has been arrested for these acts. Police Chief Ritterbeck said that the new incidents must have been carried out "withtin a matter of seconds." Asserting that police, augmented by volunteers, have been on guard around the clock, he said "it is impossible to guard every building." Chief Prosecutor Franz Osthei- mer declared it is his belief that the actions are not the work of a group "but of a single madman." Rudolf Hanauer, president of the Municipal. Council, defended the general population of the city, stating that "noboby should be made responsible for the deeds of some madman and perverted crim- inal." Nevertheless, there was disap- pointment here in the fact that, thus far, nobody in this city of 73,000 has been arrested in connec- tion with the outrages. Some anti-Semitic smearings, including some aimed at Chan- cellor Ludwig Erhard, were found previously on three build- ings and monuments in Bam- berg. Anti-Semitic stickers were past- ed on buildings and anti-Semitic scribblings painted on them. One of the scribblings said: "This is for Erhard, the flunkey of the Jews."... The chancellor had visited Bam- berg to condemn the vandalism. The continued smearings in West German towns are being played down in press, radio and television coverage out of fear that publicity would stimulate more German youths to emulate the vandals. The Interior Ministry of the West German state of Rhineland- Pfalz announced rewards of 1,000 (S250) for each person supplying information leading to the appre- hension of vandals who painted swastikas on the graves in the Jew- ish cemetery of the city of Ingel- helm.
