The fellowship, given for the aca- demic years 1965-67, is the first in the history of the 72-year-old education and service organization to go to a non-Jew. The Council annually grants graduate fellow- ships to advance education and social work in Israel and Jewish communities abroad. The Druze are an independent religious and ethnic group which has identified itself with Israel since that country's struggle for independence. The recipient of the grant is Yousef Kassem, a member of a prominent Druze family and a specialist in community organi- zation with experience in work- ing in Arab villages.
