Israel Cabinet OKs
Compromise Rest Bill

JERUSALEM (JTA) — Israel's
cabinet approved a Sabbath and
holidays rest bill which represent-
ed a compromise between non-re-
ligious and religious elements in
the government.
The draft, providing that pri-
vate, cooperative and commercial
enterprises would be barred from
operation on those days, was quali-
fied by a hedge in that it excluded
"regular public services" which
still remain to be determined.
The measure also would con-
tinue the labor minister's existing
authority to permit "necessary"
work on the Sabbath. Non-Jewish
enterprises would be exempt from
the ban if they observed a cus-
tomary day of rest other than the
Jewish Sabbath.
A provision for a Sabbath law
was included in the 1961 coalition
agreement and debate on its im-
plementation has continued since
then. The National Religious Party
wanted action on such a measure
before the November elections
this year. Mapai and its left-wing
coalition partner, Ahdut Avodah,
are equally determined to pre-
vent any change in the status quo
in religious matters.
Labor Minister Yigal Alon is
expected to submit the bill to
parliament next week for a first
reading but no further action is
expected to be taken during the
tenure of the present Knesset.

Israeli Communist Party, Split in Two Groups, Cancels Conventions

TEL AVIV (JTA) — Two wings
of the split Israeli Communist
Party called off the separate con-
ventions they had planned and in-
stead held "public rallies."
The plans for the separate con-
claves were canceled through last-
minute intervention by foreign
Communist Party delegations in-
vited to Israel to attend what origi-
nally was to have been the regular
convention of the Israeli Com-
munists. The Russian delegation
was particularly active in obtain-
ing the cancelations.
New party elections will now
be held without the customary pre-
election convention.
The basic issue which has split
the tiny party is the Arab-Israel
deadlock. A "Nasserist" group,

"Books are delightful society. If
you go into a room filled with
books, even without taking them
down from their shelves, they seem
to speak to you, to welcome you."
—William E. Gladstone

led by Tewfik Toubi and Meir they openly criticize Arab threats
Wilmer, opposes the stand of the to destroy Israel and contend that
"loyalist" group led by Shmuel Arab recognition of Israel's exist-
Mikunis and Moshe Sneh. The ence is a prerequisite to peace.
"Nasserist" wing is supported
mainly by Arab elements.
The "loyalists" hold that Israel
must make concessions, including
acceptance of Arab refugees and
cutting its Western alliances, but
