Elimination of Word 'Jews' From Resolution on Russia Mt WASHINGTON (JTA) — The House Foreign Affairs Committee was criticized here Tuesday for eliminating reference to Jews in its resolution on Soviet discrimi- nation against religion. Rep. Leonard Farbstein, New York Democrat and member of the Foreign Affairs Committee, said he felt that the committee's wording of its resolution was "de- ficient in the most crucial aspect of the resolution's intent — the spotlighting of the Jewish situa- tion as worse than the situation of the other minorities in the Soviet Union." Rep. Farbstein said he w a s studying possible measures to bring \ the House phrasing into conform- ity with the Senate concurrent `---olution which would voiec con- ssional condemnation of Soviet \`anti-religious discrimination, ask- ing the Soviet Union "to permit fully the free exercise of religion and the pursuit of culture by Jews and all others within its borders." National Commander Ralph Plofsky of the Jewish War Vet- erans of the U.S.A. similarly urged the House of Representa- tives to restore specific refer- ence to Jews in its version of Senate concurrent resolution which would voice congressional condemnation of Soviet anti- religious discrimination. "To do less than retain the meaningful Senate language would undermine the original purpose of the resolution, designed to allevi- ate the specific plight of Jews which differs from the situation of other minorities," the JWV leader said in a communication to the House Foreign Affairs Com- mittee. The resolution was envisaged to counter the distinct harrassment of Jews by the Soviet Union and their being singled out through denial of the same limited rights afforded other Soviet minorities, said Plofsky. In his view, "it is essential to pinpoint the Jewish situation in the operative portion of the resolution like the Senate has wisely and correctly done." Goldmann Says He Backs Demonstrations Against Soviet Anti-Jewish Policy TEL AVIV (JTA)—Dr. Nahum Goldmann reiterated that he had consistently supported demonstra- tions and protests over the Soviet suppression of Russian Jewry's re- ligion and culture but that he also insisted that such actions be based on facts. His comments on his arrival here were the latest development in an international dispute touched off by a press conference he held in New York on June 10 in which he cautioned against "distortions" in Jewish-sponsored protests on behalf of Soviet Jewry. He de- clared at the airport on his arrival Monday morning that the Israeli press denunciations of him were based on reports which were in- adequate and which did not give a true picture of what he said on June 10. Insisting that his remarks con- cerned the form of treating the ic. Qie and not the issue of protests ) se, he said he had always r ---‘–iiported explanatory campaigns c on the situation of Soviet Jewry vis-a-vis other minorities in the Soviet Union. He said that the word "genocide" had been used in some protests and asserted that this was untrue as a description of what was happening to Russian Jewry. He said that the explana- tion that this referred to "intel- lectual genocide" failed to meet his criticism because people took that word for its usual meaning ---- and that he had therefore spoken out on the matter. Indicating he was angry over the Israeli reaction, he asserted that it was he who had started the campaign of public protests on the issue. He said also that no one could forbid the head of an organi- zation like the World Jewish Con- gress, of which he is president, from expressing his views. He added that he could not consult or receive instructions on such ques- tions from the Israel Government and that he knows that both Pre- mier Levi Eshkol and Mrs. Golda Meir, Israel's foreign minister, shared his view on the appropriate form of activity on behalf of Soviet Jewry. Jewish Agency Executive Satisfied With Explanation JERUSALEM — The Jewish Agency Executive, after hearing Tuesday from Dr. Goldmann on his views on protesting against Soviet suppression of Jewish re- ligion and culture, issued a com- munique stating: "The executive heard with satisfaction Dr. Gold- mann's explanation of his position on the issue." Tuesday's Jewish Agency meet- ing was devoted almost entirely to the recent statement made by Dr. Goldmann against "distortions" in Jewish protests on behalf of Soviet Jewry. Dr. Goldmann, president of the Jewish Agency, said there was no change in his basic position with regard to the discriminations against Jews in the Soviet Union. The differences, he said, may con- cern only the tactics of fighting these discriminations. He added that his opinion on the matter coincides with the opinion of the Israel government and of major Jewish organizations. Delegates Urge UN to Call on Soviet Union to Stop Bias KIAMESHA LAKE, N.Y. — The United Nations and democratic leaders were called on by dele- gates to the 78th annual conven- tion of Brith Abraham to urge the Soviet Union to "eradicate its anti- Semitic manifestations." He called for congressional action to amend mailing laws to "bar vicious hate sheets from use of the U.S. mails."
