President Roosevelt participated
in a secret meeting in which it was
agreed "that the War Department
would try first to kill the resolut-
ion by executive session (secret)
testimony by Army representa-
tives," according to the Under-
Secretary of State Edward Stettin-
ius. He also revealed that the State
Department succeeded in dissuad-
ing, to some extent, the chairmen
of the Senate and House Commit-
tees on Foreign Relations. They
met with Sen. Torn Connally and
-
Rep. Sol Bloom.
Stettinius stressed in instruc-
tions to American diplomats in
Arab posts that pro-Jewish expres-
sions by Congress should be mini-
'zed in that they "would not be
ding upon the Executive Branch
an expression of the foreign
policy of the United States."
President Roosevelt told Stettin-
ius he hoped the War Department
testimony would end the Palestine
resolution. The President also en-
dorsed and initialed other State
Department maneuvers affecting
Jewish interests.
But publicly, President Roose-
velt issued pro-Jewish statements
to Rabbis Stephen S. Wise and
Abba Hillel Silver, the State De-
partment noted. Also, President
Roosevelt asked New York Senator
Robert F. Wagner to greet a Zion-
ist convention in warmest terms
on his behalf and to support a
strong Democratic Party plank
committed to unrestricted Jewish
immigration to Palestine and es-
tablishment of a free Jewish state.
All through 1944 the State De-
partment, backed by President
Roosevelt, blocked action on the
Palestine Resolution. Wallace Mur-
ray, director of the Department's
Office of Near Eastern Affairs,
went so far as to secure in some
manner the confidential corre-
spondence between Dr. Chaim
Weizmann and Rabbi Silver on
Zionist strategy. The State Depart-
ment was apparently alarmed that
these "dangerous Zionists" were
seeking ways to find a haven for
the oppressed Jews of Europe.
Murray told Secretary Hull the
Department discovered in a pri-
vate Weizmann letter to Rabbi
Silver "a very clear indication as
to the policy which the Zionist are
likely to f o 11 o w in the next
months."
Finally, the State Department
openly stated in a press announce-
ment that the Palestine Resolution
was "unwise from the standpoint
of the general international situa-
tion."
President Roosevelt had in-
formed the Secretary of State, "I

The State Department later
noted that it defeated the resolu-
tion with little response from the
Zionists. "The most likely explana-
tion for the comparative absence
of adverse comment is undoubtedly
the split within the Zionist leader-
ship, notably the difference of
opinion between Rabbis Wise and
Silver." The same State Depart-
ment memorandum noted that
Arabs displayed little reaction to
the Department's anti-Zionist ac-
tions, "although the Egyptian
Minister did - telephone to congrat-
ulate us on our action."
