as 'Breakthrough'; India Backs Peace

by Egypt's Nasser in particular.
He said that Israeli military action

schemes would not necessarily en-
tail war with the Arabs.
India Reported Backing
Tunisian's Call for Talks
NEW DELHI (JTA) India's
government was reported support-
ing the call for Arab-Israeli peace
talks issued by Tunisia's President
Habib Bourguiba. That report fol-
lowed conversations with Prime
Minister Shastri and other top of-
ficials of the government with
Mongi Slim, former president of
the United Nations General As-
sembly, who came here a few days
ago as Bourguiba's representative
to discuss the Middle East situa-
tion with India's leaders.
An editorial in the Indian Ex-
press, an influential daily, noted
that Israel has friendly relations
with a number of African states,
including Ghana, Ethiopia and the
Ivory Coast, and that "Cairo has
neither dared to question or to
challenge" these states regarding
Israel.
The newspaper pointed out that
India, as "a non-aligned state,'
must "adhere to the concept of co-
existence" advocated by Bour-
guiba. "It would be illogical,"
stated the newspaper, "to support
the concept of co-existence on a
global scale and deny its applica-
tion to particular areas such as
the Middle East and North
Africa."
Bourguiba's Son, Rusk Air
Proposals 'Only Lightly'
WASHINGTON (JTA)—Foreign
Minister Habib Bourguiba, Jr., of
Tunisia, said that he touched
"only very lightly" on President

Bourguiba's proposals for Arab-
Israel peace when he met with
Secretary of State Rusk and other
State Department officials.
The foreign minister, son of the
president, voiced hope here that
other Arab nations would heed
Tunisia's call for a reasonable
settlement of the Arab-Israel im-
passe based on his father's pro-
posals. "I hope we will not be
alone," he said, adding that he
felt other Arab countries would
display "wisdom." The purpose of
his mission to Washington, how-
ever, was to seek assistance for
Tunisia's four-year economic plan
to be launched next year.
Parliament in Brazil Hears
Plea for Arab-Israel Peace
BRASILIA (JTA) — The forma-
tion of local committees through-
out Brazil to bring pressure on
Arab and Israeli leaders to settle
differences by negotiation was
urged in Brazil's parliament by
Representative Cunha Bueno.
Recalling that a Brazilian, the
late Oswaldo Aranha, had been
president of the United Nations
General Assembly which ap-
proved recommendations for an
independent Jewish State, Dr.
Cunha Bueno made a strong ap-
peal for 'the parliament to be
aware of Brazil's responsibility to-
ward peace in the Middle East.
Nasser Reiterates Attack
on Bourguiba; Gives View
on U. S. Economic Aid
LONDON (JTA)—Egyptian
President Gamal Abdel Nasser
warned his people Sunday that
the United States may want to at-
tach strings to further economic
aid to Egypt. At the same time, he
again denounced Tunisia's Presi-
dent Habib Bourguiba for propos-

ing Arab-Israeli peace talks, ac-
cording to dispatches received
here.
In a May Day speech at a Cairo
worker's rally, and over television,
Nasser threw down the gauntlet
to the United States, implying
that Washington wants to condi-
tion further aid on terms which
he did not specify. As for Bour-
guiba, he charged that Western
Powers are "encouraging Israel to
launch aggression" by supplying
arms to Israel.
(On Tuesday, Cairo announced
suspension of all United Arab Air-
lines flights to Tunisia.)
From . Tunis it was reported that
President Bourguiba had sent a
lengthy letter to Nasser, seeking
to meet with the Egyptian leader
to discuss their differences. At the
same time, however, President
Bourguiba declared in an address
at Sfax, Tunisia, that Nasser is
"seeking to make himself the un-
challenged master of the Arab
world." Asserting that the pro-
posals he had made thus far vis-
a-vis Arab-Israeli peace talks were
only "provisional," Bourguiba said
he felt free to voice his own solu-
tions and was "not prepared to
surrender Tunisian sovereignty to
anyone."
In Algiers, President Ahmed
Ben Bella said he favors a "peace-
ful solution" to the Palestine prob-
lem, provided that "solution"
meant "the disappearance of
of Israel." He stated that, if neces-
sary, Algeria would go to war "to
liberate Palestine."
Egyptian Mob Attacks, Burns
Tunisian Embassy in Cairo;
Calls Bourguiba 'Zionist'
PARIS (JTA)—Egyptian mobs,
denouncing President Bourguiba
of Tunisia as a "Zionist" for advo-
cating Arab:Israel peace negotia-
tions, attacked and burned the
Tunisian Embassy in Cairo. Most
of the demonstrators were stu-
dents, particularly Palestinian
Arab refugees.
The demonstration followed an-
nouncement by Egypt that it had
withdrawn its ambassador from
Tunisia in the wake of an attack
on the Egyptian embassy in Tunis
by Tunisian crowds. The Egyptian
government simultaneously d e -
nounced the Tunisian leader's bid
to be an intermediary between the
Arabs and Israel. Foreign Minister
Mahmoud Riad told the Egyptian
National Assembly that "this is a
case in which there can be no in-
termediary, no negotiations nor
compromise." •
The Egyptian foreign minis-
ter's statement was the first offi-
cial Egyptian comment on Bour-
guiba's comment for Arab recog-
nition of Israel and negotiation on
outstanding issues, including the
status of the Palestinian Arab
refugees. The Cairo "Voice of the
Arabs" Radio charged Bourguiba
with "aggressive intentions against
Egypt and Palestine."
The Egyptian National Assem-
bly urged the government to in-
t e r v e n e energetically "to halt
further Bourguiba statements and
assure the unity of the Arab world
where Palestine is concerned."
The chairman of the Assembly's
Arab. affairs committee also de-
nounced the Tunisian's efforts and
said there was no reason why
Tunisia should continue as a mem-
ber of the Arab League, but he did
not call for Tunisia's ouster.
