UNITED NATIONS, N.Y. — The
United Nations dining rooms are
serving matzo, delegates flock to
Israeli (and other Jewish) cock-
tail parties because, invariably,
gefulte fish garnish the menus:
and there is even sweet wine
available with Which to lace
scotch or bourbon.
Israel's membership here is al-
most 16 years old. Because the
General Assembly is in hiatus, the
harsh Arab voices have had
their tongues removed—for the
time being. ,Some of the leading
Israeli diplomats here have in-
vited diplomatic colleagues to at-
tend a seder or two. Peace may
not be here, but tranquility reigns.

Dig below the tranquility and
you find deep concerns. Not all of
these concerns are shared by the
Israelis, but some are. One of the
things bothering some delegations
—especially those from Western
and West-oriented lands—has to
do with the rise of the African
bloc here. Of the 114 delegations

now, in name only. The Africans
have found their wind. Among the
23 Asians. Israel has friends,
some of them very reliable, like
Iran; others ready to go along
with Israel on an important Mid-
dle East issue, as, for instance,
Japan and sometimes the Philip-
pines and often Burma. Thus, if
the total Afro _Asian picture were
to be examined closely, it cannot
be said that Israel is isolated
among its hi-continental neighbors
In addition, Israel has its many,
traditional friends throughout the
Western delegations, North and
Latin Americans as well as Euro-
peans. For all of this, again:

There are many unfinished im-
portant pieces of business here.
One is the effort by Arabs and
fellow-Moslems to make an exclu
sive club out of a very large group
of underdeveloped nations that
have formed here what is called
the "Group of 77." The aims of
that group, in general, are to see
to it that the richer countries—
numerically now a minority in the
UN—ante up more real, hard-cash
assistance to the countries that
need such aid. Isreal should be
officially a member of the Group
of 77. The Arabs don't want the
count to rise to 78. But•Israel has
not been definitely shut out. In
fact, there are excellent chances
that, sooner or later, it will break
down the barrier erected by the
Arabs in the Group of 77. Once
more; Dayenu.

Actually, enlargement of the Se-
curity Council would not hurt Is-
rael, if such.enlargement were to
mean getting more of the more-
decent nations represented on that
body. But if you look over the list
of ratifications to the amendment,
you note, in addition to the USSR,
most of the members of the Arab
League. Is that a clue? Perhaps.
At any rate, Israel has not yet
ratified. As usual, it can be as-
sumed that Israel knows what it is
doing—and what it is not doing—
and why. Certainly, among the
non-ratifiers, Israel is in the very
best company. Dayenu.
