to a suit filed in the United States
Court of Claims here Tuesday.
The 36-year-old supervisor, Dr.
Martin Zimmer, is a citizen of
West Germany, now employed by
the U. S. government. Educated in
Nazi schools, he came to the United
States in January 1962. Dr. Zimmer
is the son of an army officer who
served in Hitler's Army, according
to the complaint. The plaintiff is
Bernard Perlstein, of Washington.
The suit asserted that the
German supervisor displayed "a
marked antagonism" toward
Perlstein and that, in less than
a year, brought departmental
charges against the chemist, al-
leging inefficiency.

with any superiors until the Ger-
man arrived and became his su-
pervisor. The suit maintained that
the plaintiff should be reinstated
and reimbursed with back pay for
unwarranted dismissal.
During the Navy hearing on the
dismissal action, two chemists with
outstanding reputations in their
field testified on behalf of Perl-
stein, praising his competence and
ability. The Navy board neverthe-
less sustained his dismissal. So did
the Civil Service Commission's
board of appeals and review.
Dawson said "this case makes
a mockery of the government's
anti-discrimination program which
is supposed to end all prejudice
and discrimination in the federal
service.”
The Jewish War Veterans of the
U. S. A. made known that it is re-
questing a report from the Navy on
whether the German supervisor
participated in the Hitler Youth
Movement and on his general back-
ground.
JWV National Commander Ralph
Plofsky said the public was en-
titled to know all facts bearing on
this case. An investigation was
meanwhile launched by the Anti-
Defamation League of Bnai B•rith.

PEC Plans Rights Issue
PEC Israel Economic Corpora-
tion, New York, has filed a Regis-
tration Statement with the Securi-
ties and Exchange Commission for
a rights issue to be offered to its
stockholders. The 39-year old com-
pany has outstanding approximate-
ly 786,000 shares of common stock
without par value, owned by more
than 11,000 stockholders through-
out the United States. The stock is
trade d in the over-the-counter
market.

GENEVA (JTA) — After two
days of sharp debate over a Polish
proposal for maximum efforts by
member states to hunt down and
punish all Nazi war criminals, the
current session of the United Na-
tions Human Rights Commission
sent the measure to a working
group to draft an acceptable reso-
lution.
The principle item on the agen-
da of the current session is a draft
convention to outlaw all forms 'of
religious intolerance. Debate on
that issue was suspended Monday
for a discussion of the Polish pro-
posal.
The item had been placed on the
agenda by Polish delegate A. Re-
sich prior to the action by West
Germany in extending the statute
of limitations on prosecution of
Nazi war criminals in that country
by 41/2 years.
The Polish resolution asked to
find and punish war criminals and
perpetrators of crimes against
humanity during World War H, to
act to bar any statutes of limita-
tion for prosecution of such crim-
inals and to endorse the UN Con-
vention Against Genocide, which
the United States has never ap-
proved.
But other Communist spokes-
men, representing the Soviet Union,
Czechoslovakia, Ukrania and Bye-
lorussia tried to turn the debate
into an attack on West Germany
instead of one concerning Nazi
war crimes.
Israeli Supreme Court Justice
Chaim Cohen, the Israel delegate,
supported the main ideas of the
Polish resolution. Dealing with the
legal aspects of limitations sta-
tutes, the Israeli jurist ripped the
arguments of supporters of such
limitations on legal grounds.
Morris B. Abram, the United
States representative, also sup-
ported the Polish proposal in
principle, disclosing that mem-
bers of his family had been
among the victims of the Nazi
holocaust.
However, he added, since West
Germany had voted to defer the
deadline for such prosecution, the
matter was not as urgent as it had
been before the extension was ap-
proved and commission action
could be postponed for another
year.
Earlier, Abram made an urgent
plea to the Soviet and East Ger-
man governments to make public
immediately all their documents on
Nazi war criminals.
Prof. Rene Cassin, the French
delegate, disclosing that he had
lost 37 members of his family to
Nazi murderers, said he neverthe-
less did not want a resolution
which appeared vengeful. He said
he would prefer a measure which
would call for preparation of an in-
ternational convention to abolish
all statutes of limitations for such
crimes, past and future.
In New York, The Jewish Labor
Committee called upon the govern-
ments of Poland and Soviet Rus-
sia to make available to Germany
documents naming Nazi criminals-
who have not yet been prosecuted.
In a letter to the Polish and
Soviet ministers of justice signed
by Adolph Held, chairman, and
Benjamin Tabachinsky, executive
secretary, the JLC stated that the
four and a half year extension of
the statute of limitations on Nazi
crimes made it necessary that the
German police authorities act
"with all deliberate speed" if the
criminals are to be brought to jus-
tice.
