Erhard Very Glad Over Israel Ties; 'Non-Government' Aid to Egypt Seen

BONN (JTA) — Chancellor Lud-
wig Erhard told the German pea
pie, in a nationwide television
broadcast that he was "very glad"
he had decided to establish diplo-
matic relations with Israel. "I
took that decison all by myself,"
he declared. "After all, 86 other
states also recognize Israel, and
the Arabs do not find this out of
order. The Arab excitement (over
this step) will disappear in due
course."
Dr. Kurt Birrenbach, Chancellor
Erhard's special emissary, arrived
in Jerusalem Monday for his third
and possibly concluding round of
talks with Prime Minister Levi
Eshkol, Foreign Minister Golda
Meir and Deputy Minister of De-
fense Shimon Peres.

Meanwhile, it was learned that
West Germany has undertaken
a "behind-the-scenes" method
for continuing economic aid to
Egypt, which the Bonn govern.
ment had announced recently it
would halt, the London Sunday
Telegraph reported from Bonn.

According to the newspaper,
German aid would c o n t i n u e
through industrial loans to be ex-
tended to Egypt by the Hermes
Insurance Organization, instead of
directly from the government.

In return, the Bonn dispatch
stated, Egypt has promised not to
extend recognition to Communist
East Germany, and not to confis-
cate West German property in
Egypt. •
Other dispatches, received from

Cairo, reported that Egypt has
agreed not to recognize East Ger-
many for fear that, if it did, about
400 West German rocket and jet
aircraft scientists, now working in
Egypt on sophisticated weapons
aimed ultimately for war against
Israel, might leave Egypt.
A spokesman for a major West
German aircraft manufacturing
firm reported that a large numb-
er of West German scientists and
engineers, working in Egypt on
weapons, aircraft and missiles,
had sought recently to return to
West Germany.
Hans Pasche, manager of the
United Aeronautical Works in Bre-
men, made that statement but de-
clined to give any figure on the
number of such experts wishing to
return home. Meanwhile, the

already hired a number of West
German missile experts who did
not want to extend their contracts
with the Nasser regime.

anxiety in Belgrade over the de-
terioration of the situation in the
Middle East, Southeast Asia and
the Congo.
In a joint communique issued
during the visit of the Tunisian
chief of state to Yugoslavia, the
two leaders pledged their help in
opposing any actions which harm
the situation in those areas.
Meanwhile in Sao Paulo a Jor-
danian honorary consul urged Jews
and Arabs living outside of Israel
and Arab countries to start a move-
ment toward peace in the Middle
East.
Tuffic Mappar, in an interview
which appeared in the mass circu-
lation daily newspaper, Folha de
Sao Paulo, declared that the peace
movement should be started in
Brazil.

for Jordan Development

LONDON (JTA)—The Unit e d
States has agreed to give Jordan
a $35,000,000 development grant,
to be paid over several years, it
was reported here from Amman.
At the same time, Jordan and the
Soviet Union have agreed to a pro-
gram of technical and broadcast-
ing cooperation, which provides
for the exchange of programs and
technical assistance.

Israel Disappointed
in Decline of Trade
With EEC Since Pact

TEL AVIV — Finance minister
Pinhas Sapar called for negotia-
tions for a customs union or a
free-trade agreement between Is-
rael and the European Common
Market in an expression of "grave
disappointment" with the results
of the Israel-EEC agreement sign-
ed a year ago.
Addressing a luncheon in hon-
or of Prof. A. Sandri, a vice presi-
dent of the European economic
community commission, who is
currently on a visit to Israel,
the finance minister said that Is-
rael's exports to the six-nation
Common Market had been declin-
ing steadily since the pact. He
warned that any preferential terms
to North African countries from
the EEC would put an end to Isra-
el's farm exports, particularly its
citrus sales, to Euromart.
Prof. Sandri said that the EEC
Commission was fully aware of
Israel's difficulties and that the
commission would oppose any EEC
agreement with another country
detrimental to Israel.

Los Angeles Day School
Plan $1,000,000 Structure

LOS ANGELES (JTA)—Ground-
breaking ceremonies were held re-
cently for a new structure to be
built by the Los Angeles Yavneh
Hebrew Academy as the first phase
of a $1,000,000 construction pro-
gram.
