State Dept. Is Charged With Trying
to Foil Action on Anti-Boycott Bill

NEW YORK — (JTA) — The
American Jewish Congress charged
that State Department officials
were seeking to prevent passage
of a Senate bill designed to frus-
trate the Arab boycott of Israel.
In a letter to Secretary of State
Dean Rusk, the Jewish group said
the State Department was "ap-
parently not only unwilling to pro-
tect American business from Arab
boycott demands but determined
not to let anyone else do anything
either."
The letter, signed by Will Mas-
low, executive director of the Con-
gress, said the target of State De-
partment efforts was a bill intro-
duced by Senator Jacob K. Javits,
Republican of New York, and Sen.
Harrison B. Williams, Democrat
of New Jersey.
The bill, which amends the
Export Control Act of 1949,
would make it unlawful for
American businessmen to impart
the kind of information custom-
arily demanded in Arab boycott
questionaires circulated in the
United States, including infor-
mation about the identity and

Israel Probes Report
That Spain Harbors
Closed to Its Ships

JERUSALEM — Israel's foreign
ministry began an investigation
Wednesday of reports in maritime
circles that Spain has been refus-
ing to grant harbor facilities to
Israeli shipping, presumably under
pressure from the Arab League.
While the ministry is not sure of
the authenticity of the reports, a
spokesman for the ministry said
that Israel would ask a friendly
nation which has a legation in
Spain to clarify the matter. Israel
has no legation in Spain.
Reports have reached maritime
circles in Haifa that, recently,
Israeli vessels entering Spanish
harbors have been refused the
usual port facilities or, when such
were given, that was done after
intervention by Spanish firms.

Italian President Attends
Tribute for Nazi Victims

ROME (JTA) — President Giu-
seppe Saragat, other high Italian
government figures and Jewish
communal leaders, were among
those who took part in ceremonies
marking the 21st anniversary of
the Ardeatine Cave massacre in
which 332 Jews and non-Jews were
murdered by the Nazis.
The killings were carried out in
caves in reprisal for a bombing in
Rome by Italian guerrillas in
which 32 German soldiers were
killed.
The ceremonies which were held
in front of the mausoleum erected
over the tombs of the victims, in-
cluded prayers recited by Rabbi
Elio Toaff, chief rabbi of Rome.
In an address to the gathering,
Home Minister Taviani stressed
that the public observance of the
anniversary had the significance
of a public religious and most
solemn homage by the living to
those who gave their lives for free-
dom.
