The Michigan Council of the
American Jewish Congress inaug-
urated Dr. Leon Fram as president
and leader of the Jewish Congress
movement in Michigan Monday
night.
For the past 10 years Dr. Fram
had been honorary president of
t h e Michigan
Council. The Con-
gress in Michi-
gan and its lead-
e r s throughout
the country
drafted Rabbi
Fram back to the
active presidency
in view of cur-
r e n t problems Dr. Fram
facing the Jewish community and
America as a whole.
One of the first projects Rabbi
Fram will undertake will be a
study of the impact of President
Johnson's war on poverty and his
aid to education bills on the prin-
ciple of the separation of church
and state.
To bring the issue to public
attention, Dr. Fram will reacti-
vate the local commission on
law and social action and invite
a group of lawyers to analyze
national and local legislation
from the viewpoint of the tradi-
tional church-state separation
principle.
Elected and inaugurated with
Rabbi Fram were Irving Rubin
and Harold Norris, vice presidents.

Cash Crisis Forces
Hebrew U. to Turn
Students Away

(Direct JTA Teletype Wire
to The Jewish News)

JERUSALEM — The serious fi-
nancial position of the Hebrew
University has compelled the insti-
tution to turn away students seek-
ing to enroll, Eliahu Elath, presi-
dent of the university, told a press
conference here Tuesday, on the
eve of the meeting of the board of
directors which opened Wednes-
day.
While this year's enrollment is
15 per cent higher than last year's,
Elath noted that next year's budg-
et based on the student increase
is only 12.5 per cent higher. He
stressed the danger to the state if
higher education is allowed to lag
and is unable to fulfill its tasks.
