on Arab Boycott to Mollify Nasser

Eastern affairs. The matter was
discussed.
Less than three hours later, Mr.
Talbot, accompanied by Douglas
MacArthur II, assistant secretary
of state for Congressional re-
lations, were in the Senate of-
fice building. They were beseech-
ing Senators Jacob K. Javits, New
York Republican, and Harrison
Williams, New Jersey Democrat,
to avoid committee hearings on
the bill, so that Nasser might be
spared any offense. They stressed
the need for improved relations
with Nasser, and did not want
legislation at this session that
might prove unpleasant to the
Arabs. The two diplomats told the
Senators that they were primarily
concerned about the security of
Israel. By retaining American in-
fluence in Cairo, they said, Amer-
ica was able to intercede on behalf
of Israel.
The diplomats waved the flag
and said it was against Ameri-
can national security interest to
annoy Nasser. They warned that
he might impose a worse boycott
and collaborate more closely
with communism. They sought
to portray Nasser as a "moder-
ate" who exercised a restrain-
ing influence on other Arabs.
The Senators felt that, with
"moderates" like Nasser, the world
doesn't need any extremists. They
politely rejected the State Depart-
ment approach.
What is this bill that the de-
partment is trying so desperately
to block? The Williams-Javits Bill
(S. 948) is now backed by 31 Sena-
tors representing both parties. An
effective piece of free trade legis-
lation, the bill asserts American
determination to trade where we
wish. It resists economic piracy
practiced by others, and protects
legitimate American business in-
terests. Moreover, it is a contribu-
tion to an improved balance of
payments situation.
The bill would protect American
businessmen from restrictive trade
practices and boycotts imposed by
the Arab League. It would do this
by enabling American concerns to
refuse requests for information,
agreements, or other actions de-
signed to restrict trade with Israel
or any other country. An American
company asked by the Arabs to
cooperate in restrictive trade prac-
tices would be able to fall back
on a government regulation pro-
'hibiting such collaboration.
For many years, the Arab boy-
cott of Israel has harrassed Am-
eric•n business firms wishing to
trade with both the Israelis and
Arabs. The Arab. boycott organiza-
tion demands reports from Ameri-
can businesses on their Israel
trade, threatening to bar them
from Arab markets if the informa-
tion is not supplied. The Williams-
Javits Bill would prohibit the
furnishing of such information,
thus providing an effective remedy
