a conflagration in the Middle East,
by persuading the Arab states to
drop their plans "to choke off the
headwaters of the Jordon River."
He charged that the plan to cut
off Israel's Ovatersupply is "a de-
moniacal plan" by Egypt's Presi-
dent Nasser "to maneuver Israel
into making the first military move
in defense of its very lifeline."
Dr. Nussbaum made that state-
ment in addressing the national
executive council of the ZOA,
which held an all-day meeting
here Sunday. He also called on
West Germany to meet all of that
country's obligations to the Jewish
people, including not only the
establishment of diplomatic rela-
tions with Israel but also the re-
call of German scientists at work
in Egypt.
The meeting was presided over
by Jacques Torczyner, chairman of
the national executive council, who
led • a discussion on developments
within the Zionist movement fol-
lowing the recent 26th World Zion-
ist Congress held in Jerusalem, as
well as on the forthcoming elec-
tions to the Knesset (Israel's Par-
liament) scheduled to be held in
November.
Leon Ilutovich, acting executive
director, presented a report on
the activities of the organization
during the past six months.
He announced that $1,250,000
has been contributed by the ZOA
Foundation since its establishment
six months ago in wills, bequests
and other types of gifts, with ZOA
educational activities in this coun-
try and its projects in Israel as
beneficiaries.
Meanwhile, in Tel Aviv, Moshe
Dayan, former minister of agri-
culture and chief of staff of the
Israeli armed forces during the
Sinai campaign, warned that Israel
would have to take the "initiative"
to prevent Arab diversion of the
headwaters of the Jordan River.
Israel, he said, "cannot and
should not. expect foreign powers
like the United States, Britain or
France to intervene in Israel's
favor" in the Jordan River water
dispute, since "their actual influ-
ence in the region is negligible.
"If diversion is to be prevented,"
he declared. "it will come about
as a result of our force."

Arab Syndicate
Buys $22,000,000
in Florida Land

MIAMI (JTA)—A Dade County
investment farmer disclosed that a
Middle East syndicate of sheiks
and Arab bankers has purchased
some 15,000 acres of farmland in
South Dade County for about $22,-
000,000.
The transaction, one of the larg-
est in South Florida history, is ex-
pected to be completed by April
15, William Sottile, the owner of
the property, reported. He said the
syndicate was headed by Jamil K.
Boullos, chairman of the board of
the Investment Bank of Lebanon.
The syndicate is made up of 11
wealthy Arabs whO reportedly
were concerned about the ex-
plosive situation in the Middle
East. The purchases was meant
to stabilize their multimillion-
dollar holdings. The other 10
members are investors from Leb-
anon, Kuwait and Saudi Arabia.
Joseph Stroughan, a represent-
ative of the Seaboard Continental
Corp. of New York, said that his
firm was approached by the syn-
dicate eight months ago, seeking
"American investments to balance
and stabilize their holdings else-
where." He said his firm recom-
mended about 60 investment sites
in the United States.
Sam Carrison, a Miami invest-
ment counselor, who assisted in
the transaction, said that the syndi-
cate's total investment fund for
South Florida totaled about $35,-
000,000. He said the rest • of the
fund would be used for invest-
ments in Florida apartment build-
ings, land, hotel and other inter-
ests. Boullos plans to live in Miami
for six months each year.
