Israel Shows Patience as UN
Bows to Arabs' Tutzpah'

UNITED NATIONS, N. Y. —
Years ago, a fiery and highly suc-
cessful New York Mayor, Fiorello
La Guardia, coined a phrase that
characterized his style of politics
—"Patience and Fortitude." On
the international level, that slogan
fits Israel perfectly regarding its
treatment by the United Nations.
A full member of the UN
since a time when the organiza-
tion had less than half its
present membership, Israel has
been constantly, consistently,
and with a regularity almost

nauseating, overlooked, bypassed,

and ignored when it comes to
recognition as a member state
among the most loyal to the
aims and principles of the world
organization.
The entire subject was empha-
sized last week when Alex
Quaison - Sackey, the Ghanaian
president of this year's Assembly
(which has been an un-Assembly,
because so pitifully little could be
accomplished, through no fault of
Mr. Quaison-Sackey) announced,
jointly with Secretary-General U
Thant, the composition of a
special committee to study all of
the UN's peace-keeping o p e r a-
tions, past, present and future.
The demand for establishment of
such a committee, to make a com-
prehensive • review of all peace-
keeping operations, was one of the
steps upon which the Assembly
had agreed. But, unable to agree
on the make-up of the committee,
the group's selection was left to
the Assembly president and the
Secretary - General. After "ap-
propriate consultations" the fol-
lowing members were named to
that committee:
Afghanistan. Algeria, Argen-
tina, Australia, Austria, Brazil,
Canada, Czechoslovakia, El Salva-
dor, Ethiopia, France, Hungary,
India, Iraq, Italy, Japan, Mauri-
tania, Mexico, Netherlands, Ni-
geria, Pakistan, Poland, Romania,
Sierra Leone, Spain, Sweden,
Thailand, USSR, Egypt, Britain,
United States, Venezuela and
Yugoslavia.
Look over that list of 33 mem-
bers, and what do you find?
Arabs are there, Algeria, Iraq and
Egypt. Other Moslems are there.

are present. But where is Israel?
Remembering that Egypt is very
intimately involved as one of the
nations most concerned with one
of the UN's peace-keeping opera-
tions—"past, present and future"
—one might ask again: Why
Egypt yes, Israel nyet? It is in
Egyptian-controlled areas—on the
Gaza Strip border and at Sharm
el-Sheikh, in the Sinai—that the
United Nations Emergency Force
stands guard against Egyptian ag-
gressions against Israel. One of
the most important problems to
be considered by the special com-
mittee concerns UNEF. If one side
vitally concerned in UNEF —
Egypt—is on the committee, why
not Israel?
As one goes back to Israel's
admission to U. N. membership,
in 1949, one notes that the
Arabs—with Egypt among the
leaders—have been honored,
kowtowed to and upgraded to
highest office in every major
organ of the United Nations, in
every one of its major standing
committees and commissions—
yes, even in the topmost eche-
lons of the Secretariat. But not
Israel.
If it wasn't so important it
would be almost funny to note that
Egypt—and other Arab countries
—have been in leading positions,
including the chairmanship of
bodies like the Human Rights
Commission. Israel has never been
put up as a candidate for some
of the highest offices—like the
presidency of the Assembly, or
membership in the Security Coun-
cil. Why?
The answer is clear. The reason
is simple: Arab blackmail. If you
put Israel into any of those jobs,
say the Arabs, we won't play. The
hutzpah is evident. What is not
so clear is why the United Nations
has permitted itself to quail be-
fore this type of hold-up.
True, Israel is not as isolated
here as this recital might indi-
cate. It makes itself felt—and its
presence is highly welcomed by
many—sometimes even by the
Russian pals of the Arabs. Israel
is treated with tremendous res-
pect—as it deserves—by both
diplomats and leading members
of the Secretariat, from U Thant
down. But a situation has de-
veloped—and grown—where it is
almost sacrilege to mention Israel
for any high office.
The omission of Israel from the
special committee seems, to this
observer, among others, as par-
ticularly offensive and especially
wrong because Israel's stake in
UNEF is as big as is Egypt's. To
be sure, the committee can only
make recommendations — which
must ultimately be approved in
open sessions, where Israel's voice
can be—and undoubtedly will be
—heard.

3 Russ Jews Reported
Executed for Alleged
`Economic Crimes'

LONDON (JTA) — Three more
Soviet Jews have been executed
for alleged "economic crimes," it
became known here from an article
in Pravada Vostoka, organ of the

Uzbekistan Communist Party, pub-
lished in Tashkent.

The article, written by a woman
judge named Sulaimanova, head of
the Uzbekistan Supreme Court, re-
ported that, having been convicted
of embezzlement of large sums
of money from a textile-haberdash-
ery factory, the following five per-
sons have been executed:
G. Lvovsky, G. Lemeshev, B.

Krentsel, A Stolin and a man
named Muratov. The first three
are Jewish names. In addition, the
report stated, Yosef Medeleleyev
was sentenced to 15 years' im-
prisonment. That name, too, is
Jewish.
