Sen. Ribicoff to Deliver Hass Lecture on 'Judaism and the American Ideal'
U.S. Sen. Abraham Ribicoff of
Connecticut will deliver the fourth
annual Daniel M. Hass Memorial
Lecture at Temple Israel 8:30
p.m. Wednesday.
The Senator's topic will be
"Judaism and the American
Ideal." He will be introduced by
Martin E. Citrin.
Previous speakers in the Hass
Lecture Series have been Dr. Salo
W. Baron, Maurice Samuel and
Dr. Harry M. Orlinsky.
Sen. Ribicoff is the only public
official to serve as a member of a
state legislature, a municipal court
judge, member of the U.S. House
-
of Representatives, a governor,
cabinet member and now U.S.
Senator.
As secretary of health, educa-
tion and welfare in the cabinet of
the late President Kennedy, Ribi-
coff was the proponent of mea-
sures adopted by Congress to low-
er the retirement age for Social
Security to 62, to raise retirement
benefits for widows and to in-
crease Social Security payments
by more than 20 per cent.
Before going to Washington,
Sen. Ribicoff was twice elected
governor of Connecticut, first by
the slim margin of 3,115 votes and,
in 1958, by the history-making
plurality of 246,348 votes.
He entered public service in
1938, winning election as a Rep-
resentative from Hartford to the
Connecticut General Assembly;
served two years as judge of the
Hartford Municipal Court; and
was elected to Congress in 1948.
An attorney by profession, Sen.
Ribicoff is the son of immigrant

Carolina Democrat, made known
his opposition to President John-
son's bill to end the discriminatory
national origins quota system. He
told the committee the bill "dis
criminates against the people who
have made the greatest contribu-
tion to building up our country."
He said persons from nations like
Germany, England, Holland, Swe-
den, and Norway deserved pre-
ferenial treatment.
This infuriated Sen. Jacob K.
Javits, New York Republican, who
took exception to these views,
speaking "as the son of immigrant
.parents." He defended immigrants
from Eastern Europe, Italy, and
other areas, stating they had con-
tributed as much as those from
the "Nordic" nations.
Sen. Edward M. Kennedy,
Massachusetts Democrat, who
served as acting chairman of
the subcommittee, ruled Sen.
Javits out of order. He said Sen.
Javits was only entitled to ask
a question pertaining to testi-
mony given by Secretary of State
Dean Rusk.
Rusk, in reply to Sen. Javits'
question, said he would agree that
"we should not attempt to judge
the value of contributions to our
society based on race and national
origin." He said valuable contri-
butions were made by individuals
from all parts of the world.
In his testimony, Rusk stressed
that the administration bill pro-
vided for termination of the biased
national origins quota system. He
urged the Senate to approve the
measure, stating that the prej-
udiced immigration policy now in
effect damages American prestige
abroad.
Secretary of Labor W. Willard
Wirtz said that the administra-
tion's proposals for changes in the
immigration laws "would promote
the admission of individuals with
qualifications and occupations
needed in the United States."
He stressed that such immigra-
tion law changes would not dis-
turb the domestic employment
situation and appealed to Congress
to end the "anachronistic" nation-
al origins quota system.
