A View of 'Insanity From the Middle East'
M. S. Arnoni is a fearless thinker, and his journal, The Minority
of One, is well worth watching for expressions of view on major
world issues.
The current number of The Minority of One contains a logical
analysis of "Insanity From the Middle East " The editor states in
evaluating the situation involving the Jews and the Arabs:
When the September summit conference of Arab leaders in
Alexandria was concluded, there were indications that the conferees
had displayed some degree of realism in appreciating the futility of
massive aggression against Israel. Arab politics, however, has rules
all of its own, making the discernment of trends even more risky
than political guessing usually is. The minute one Arab government
displays the slightest degree of moderation vis-a-vis Israel, another
Arab government attempts to gain the reputation as champion of
Arab nationalism. Thus, President Nasser's reported awareness that
at this juncture Israel could successfully defend itself against an
all-out Arab attack. seems to inspire an increase in the frequency
of Syrian shootings into Israel.
In addition to the global military dangers inherent in the Middle
Eastern tensions, the implacable Arab hostility towards Israel
threatens to corrupt the very sanity of many international relation-
ships. The strong pressures which Arab diplomats brought upon the
Vatican against the exoneration of Jews from guilt in the Crucifixion;
and Jordan's later-refuted threats to blacklist all the Catholic bishops 1
who voted for such exoneration constituted nothing that can be fitted
into usual, if hostile. patterns of diplomacy; rather, these steps tes-
tify to the psychopathology of the Arab attitude towards Israel. The
same goes for Arab pressures, exercised in the United States, Eng-
land, France and elsewhere, imposing anti-Jewish personnel policies
upon banks and business enterprises trading with the Arab countries.
These pressures go beyond anything known in politically inspired
economic boycotts.
Virtually every agency of the United Nations has been abused by
Arab delegations misusing them for silly demonstrations of hostility
against Israel. The latest in these sterile undertakings was aimed
at keeping Israel out from the largest and newest U.N. group, that
of the developing nations. The activities of some U.N. agencies,
especially those of regional Middle Eastern scope, have been im-
paired due to similar obstructions by Arab diplomats.
Pathological as this hostility is, there exists the danger that its
sheer persistence will extract concessions. In fact, many such conces-

How unscrupulous Arab governments are in dealing with anything silver lining has happened. Under

There is no need for further indications that Arab; hostility —who refuse to pay for operations
towards Israel has become pathological, in the literal sense of this like the United Nations Emergency
term. This sickness is bound to feed on each of its conquests. Every Force, the cost of the Congo fiasco

these actions as issued by the Un-
ited Nations.
In another action by consensus,
UNRWA was authorized to work
during the extended year along the
same budget it has had this year,
about $36,000,000. That "pledging
conference" will bring in the
money. The United States, as usual,
is expected to ante up about 70
per cent.
So where is the silver lining? It
lies in the fact, due to the absence
of debate and voting, the Arabs
had no opportunity to cavil at Is-
rael for weeks on end. And they
were ready.
Since the last time they ap-
peared here en masse for a debate
on the Arab refugee question,
there have been two Arab summit
conferences. The 13 Arab states
had decided not only to pursue

their own line of attacking Israel
verbally, but developed what they
called a "Unified Arab Command"
which would fight Israel militarily.
The man organizing that cora-
mand is none other than Ahmed
Shukairy, and he was ready to
come here and really shout, really
to rattle his armaments. The fact
that those armaments are discards
from the Arab arsenals, now sup-
plied with fresh material by the
Soviet bloc—that couldn't worry
Shukairy. A civilian commander
of a "military" force now, be
would have sounded a very high
note indeed. Now the Assembly
has robbed him of his high MO-
ment.
The Arab refugee item is dead
for this year.
Dayenu.
