the UN's special "presence" in the
Middle East. They arrived in the
region Monday to confer with both
Jordanian and Israeli authorities,
and will report back to the sec-
retary-general within the next
week.
The naming of the special mis-
sion followed two visits to the high-
est Secretariat offices in the last
three days of A.abassador Michael
S. Comay. Israeli's permanent rep-
resentative here. accompanied by
Lt. Col. Yaacov Monbaz, member
of the Israeli mission.
They met first with Dr. Ralph
J. Bunche. undersecretary for poli-
tical affairs, then with Dr. Bunch,
and Thant, detailing information
about a long series of Jordanian
attacks against Israel during the
period since Dec. 8.
After listening to the Israelis.
Thant decided on sending the spe-
cial mission. He indicated that
there is a "serious deterioration in
the situation there." It is under-
stood that. prior to naming the
special mission, Thant conferred
also with Jordan's ambassador
here, Abdel Monem Rifai.

tary-general pointed out, is the
United Nations Relief and Works
Agency for Palestine Refugees.
UNRWA's mandate is due to ex-
pire next June 30, and this year's
Assembly has been scheduled to
debate extension or alteration of
the UNRWA mandate, as well as
a budget for aid to Arab refugees

Thant suggested that if no full
budget -for UNRWA is voted, the

support and participation in build-
ing and maintaining a strong Jew-
ish community was pledged at the
annual meeting of the Jewish Fed- ,
eration-Council of Greater Los An-:
geles Sunday at the Beverly Hilton
Hotel.
More than 500 leaders of,,,JF-C's
29 social welfare agencies, 492 af-
filiated member organizations and
United Jewish Welfare Fund cam-
paign volunteers attended the all-
day event.
Isidore Sobeloff, JF-C executive
director, said that the Los Angeles
Jewish community is entering a
new stage of development. with
a growing recognition that a com-
prehensive attack on communal
problems requires "a clear ma-
jority" of the contributor's dollar.
He cited evidence of increasing
acceptance of the thesis that "a
plurality of dollars" is not enough.
Sobeloff stated that the rapid
growth of population resulted in
a proliferation of independent ap-
peals, a limited sense of discipline
and the consequent blunting of
overall community cooperation.
"This free-for-all approach in
dealing with community needs
gradually gave way to the recogni-
tion that the United Jewish Wel-
fare Fund. because of the grand
design of its interests, is entitled
to high priority in a giver's port- ,
folio," he said.
