the United States was also
arranged by the White House. Mr.
Feldman was active in such crucial
decisions. He participated in Ken-
nedy's important meetings with
David Ben-Gurion, then prime min-
ister, and Foreign Minister Golda
Meir.
The historic Kennedy assur-
ances of American defense of
Israel against aggression were
voiced on May 8, 1963. Mr. Feld-
man was behind the scenes.
Mr. Feldman was asked, by Pres-
ident Johnson to remain after the
assassination. A few months later,
the new President voiced firm sup-
port of Israel's national water car-
rier. He served notice that the
United States backed Israeli plans
for peaceful water development
involving a share of the Jordan
River waters.
President Johnson's invitation to
Israel Prime Minister Eshkol last
June was of monumental impor-
tance. It marked the first official
state invitation to an Israeli leader.
The President re mark e d that
"back door" diplomacy was no
longer necessary. The President
offered reassurances on Israel's
defense requirements.
A bold new concept in nuclear
desalting of seawater was ad-
vanced by Johnson. It beca me
known as the "LBJ Plan" and in-
volved Israel-American scientific
collaboration. Preliminary work is
now under way in the Negev.
Aid to Israel under Public Law
480 — surplus commodities — con-
stantly increased. The State De-
partment recommended absolutely
no P.L. 480 assistance to Israel for
the new fiscal year. But the White
House saw to it that Israel got
over $34,000,000 in such aid. Mr.
Feldman carefully explained Is-
rael's needs to the President.
Israel is the only nation in the
world that is menaced by forces
armed with Soviet jets and tanks
but is forced to pay for the limited
American arms authorized for her
defense while being denied a for-
mal defense pack. Israel maintains
pro-Western stability in the Middle
East and prevents the whole area
f r o m crumbling to Communist
penetration and Nasserite expan-
sionism.
During the Kennedy and John-
son administrations, Mr. Feldman
made five trips to Israel. He saw at
first hand the Israeli problems. His
knowledge was so detailed he was
able to successfully differ with the
skilled diplomats of the State De-
partment when the occasion
warranted.
fused? Will the Middle East re-
main a jungle rather than an

peace? Now, as we pray for the
President's well - being, as we
pledge. him our fullest support, we
must await the verdict of time on
many issues — in the hope that
as we create peace in our own
midst we shall also be blessed with
a world at peace.

tator is so arrogantly anti-Amer-

would it have been better to
have a "Jewish adviser" in the
White House as a medium for
negotiations in the event of un-
pleasantness?
Because the current situation is
certain to prove embarrassing to
Jewish leaders, since Congression-
al action may be blamed on "Jew-
ish pressure" which certainly was
non-existent in the c u r r en t in-
stance. The anti - administration
amendment was sponsored by an-
gered non-Jewish congressmen. If
anything, both Israel and Ameri-
can Jewish leaders were not al-
together in favor of cutting off aid
to Nasser, in spite of the danger-
ous threats that are constantly
uttered by the UAR dictator. Jews
have defended Israel and have pro-
tested against Arab attacks, but
they have never opposed aid to
the Arabs of an economic nature.
The situation that has arisen out
of the Congressional revolt may
have its humorous angles. Sen-
ator Fulbright, who has not been
too friendly to Israel, is now less
firm on foreign aid policies. If
he should join the rebels in the
House of Representatives, he will
have reversed his tactics on Middle
East action. And Jewish ranks un-
doubtedly will be split on the is-
sue, which will be viewed by sup-
porters of the adopted amend-
ment as an act of justice and will
be charged as vengeance by ad-
ministration backers.
Once again, Jews are in the
middle—blamed for something not
of our making, just because the
act of Congress strikes at an enemy
of Israel but more especially be-
cause it is so easy to rake up
