UN Parley Adopts Draft Proposals on Religion Opposed by Soviet Union

GENEVA (JTA) — Against ob-
jections by the representatives of
the Soviet Union and Poland, por-
tions of a draft United Nations
convention on the elimination of
all forms of religious intolerance,
which would permit Soviet Jews to
make pilgrimages to Israel, has
been adopted here by the Sub-
commission on the Prevention of
Discrimination and Protection of
Minorities.
The subcommission, which has
been meeting here at the UN's
European headquarters since Jan.
11, adopted eight articles of the
proposed religious freedoms con-
vention.
One of those clauses would make
it mandatory upon member states
of the United Nations ratifying the
document to give full freedom of
the practice of religion "alone or
in community" to all individuals
or groups in the states, and the
right to make relLtous pilgrimages.
Both of those rights are now
denied in whole or in part in the
Soviet Union. Neither the USSR
nor Israel was named in the docu-
ment.
The draft convention now being

BRUSSELS — The chairman and
vice chairman of the political com-
mission of the Consultative Assem-
bly of Europe, which opened its
current session here Wednesday,
called on the assembly to urge the
Soviet Union to ease its attitude
toward Jews.
B o t h stressed particularly the
denial of cultural and religious
rights to Russian Jewry and the
refusal of the Moscow government
to permit Jews to emigrate for
purposes of reunification with their
families.
Finn Moe, Norwegian La b or
Party representative to the assem-
bly and vice chairman of the politi-
cal commission, drew the body's
attention to a resolution dealing
with the situation of Russian Jewry
now before the commission, calling
upon all member governments to
urge in their discussions with the
USSR that the rights of Jews be
respected.

In the immediate vicinity of the United Nations, there will be
established the Jewish Center for the United Nations. The initiative
for the project will be assumed by the Sutton Place Synagogue, the
nearest house of Jewish worship to the United. Nations and which is
currently celebrating its 60th anniversary. The announcement was
made by Senator Jacob K. Javits, honorary chairman of the project,
Rabbi B. Kahane and Milton Freund, congregational president. When
completed, this Center will complement the neighboring Church Cen-
ter for the United Nations of the Protestant community and the Holy
.Family United Nations parish of the Catholic community. The new
edifice will serve as a bridge, filling the needs of the local Jewish
community while ministering to the international family of the
United Nations. The new center will make its facilities available to
all national and international Jewish organizations who have con-
sultative status at the United Nations.
