The Inhumanity of a Boycott
It is difficult to believe that hatred can lead people to "cut their
noses off to spite their faces." But this is just what the Arabs seem
to be doing in pursuing their boycott against Israel.
When haters will even deprive their own people of the benefits
of good health and medical care. just because such services come from
those they hate, then the very low depth of bigotry has been reached.
Note, for example, the New York Times report from Amman,
Jordan:

to the Arab peoples."
.44n effort is being made to amend the U.S. Export Control Act of
1949 to put an end to boycott activities and threats in this country.
Senator Harrison A. Williams of New Jersey, who - has introduced the
amendment, has stated in comment on Arab boycott actions:
"I think that we must consider concrete measures to end this
intolerable practice and I am introducing legislation to accomplish
this very purpose.
"I am asking Congress to amend the Export Control Act,
under which the Commerce Department can now regulate exports
in order to further the foreign policy of the United States. I want
it clearly spelled out by Congress that it is, in fact, our foreign
policy to oppose and condemn any trade boycott directed against
foreign countries with which the United States maintains friendly
relations.
"In addition to officially declaring our opposition to such
trade restraints barring commerce with friendly nations, the
provisions of my bill will specifically outlaw the giving of infor-
mation which could be used to further such boycotts or the
signing of actual boycott agreements. Under the protections of
this legislation, any American businessman can then, with
impunity, flatly refuse to divulge any information about his com-
mercial investments or dealings with any of our foreign friends,
and he can refuse to sign any agreements not to trade or deal
with those countries.
"By outlawing an Arab-conceived conspiracy in restraint of
trade, we will rector _ e and strengthen normal business relationships
with a true friend of the United States, the thriving democracy

The report from Amman should go a long way in dissuading nations
that are concerned over the inhuman propaganda from Arab quarters
to prevent the spread of the boycott. It should stimulate action in
support of Senator Williams' amendment.
