these failures, some traceable to
sins of commission and omission,
others traceable to larger and old-
er political factors, which, com-

of the Jews in Germany and Ger-

to the related events. Not all polit-

become necessarily anti-Semitic:
Italian Fascism did not. And a
large and prosperous Jewish com-

evitably produce anti-Semitism:
Holland would disprove such a
contention. But German-speaking
Central Europe provided that cor-

essential if a political movement

NEW YORK — West German
President Heinrich Luebke was
asked by the Jewish Labor Com-
mittee to veto a bill passed by the
West German Parliament, provid-
ing pensions to veterans of the
Spanish "Blue Division," which
fought for Hitler during World
War II.
In a cable to Luebke, Adolph
Held, JLC chairman, described the
bill as "an incredible action that
can only appear as a symbolic pat
on the back for fascists who fought
so that Hitler might rule the
world."
The bill, adopted Dec. 2 by the
lower house of the West German
Parliament, now goes to President
Luebke for his signature. In a
separate message to Social Demo-
cratic Party head Willy Brandt,
Held reiterated his views and
called on the German Socialists to
exert their influence against this
measure.
