At the November meeting of the group, just , before the Assembly was to convene. Israel at last had the opportunity to present its case openly. The November chairman of the group. Francisco Cuevas Cancino. of Mexico, had seen to that. He gave the floor to Israel's perman- ent representative here. Ambassa- dor Michael S. Comay—and Comay delivered an address which put most of the members of the group on the defensive for having al lowed the Arabs the leeway for Israel's exclusion. No sooner had Comay finished. than one of the Arabs, Dr. Adnan M. Pachachi, of Iraq, arose , to at- tack Israel in typical, vicious terms. Since Pachachi was appealing, thus, to the Africans, all won- dered how the Africans would react. The guessing did not last long. A holf-dozen African rep- resentatives took up the cudgel on Israel's behalf. The Africans rejected every one of the Arab arguments. The debate lasted almost three hours. No definite decision on admitting or reject- ing Israel was reached by the time the hour arrived for ad- journment (the meeting could not last too long into the night because there were seven cock- tail parties scheduled for that evening!) But Israel had present- ed a powerful set of arguments— and the Africans and Latin Americans (since the chairman himself represented the Latin American bloc) had shown their fairness toward Israel. Bull Report and the Council: Next day came the report from Gen. Bull. On first reading, it cer- d tainly seemed most objective. When Comay addressed the Secur- ity Council at its first meeting on r.. ° "' the latest Syrian-Israeli flare-up. he made certain points: 1) Syria had started the shooting on Nov. 13; 2) Syria fired at an Israeli patrol traveling a path definitely As an American Saver, you're sure to come out ahead.
