Eyes on Germany
American Jewish organizations are preparing for the arrival to the

United States of the West German chancellor, Dr. Ludwig Erhard . . .
They have a few questions to ask him . His foreign minister, Dr.
Gerhard Schroeder, is now on a brief stay in Washington preparing
the ground for the chancellor's forthcoming visit . . . And he seems
to be under the impression that American Jewry is satisfied with the
present policy of the Bonn government on matters in which Jews are
deeply interested . . . The contrary is the case; especially with , regard
to the following matters: . . . 1. The intention of the West German
government to terminate on May 8, 1965, any further prosecution of
Nazi war criminals . . . 2. The non-withdrawal by the Bonn authorities
of the German experts now working in Egypt on nuclear weapons against
Israel . . . 3. The refusal by the West German Cabinet to establish
diplomatic relations with Israel . . . . 4. The reluctance to agree to
pay compensation to Jewish victims of Nazism who re prevented
through no fault of their awn to apply for such co ensation before
October 1, 1953 . . . Each of these four issues is remendous impor-
tance to American Jewry, and there are no few Am rican non-Jews who
similarly display a deep interest in the issues . . It is very difficult
for Americans — Jews and non-Jews alike — to nderstand why the
West German government refuses stubbornly to e nd the period of
inflicting punishment on Nazi war criminals beyon May 1965 . . . It
is known that hundreds of notorious Nazi leaders guilty of mass-killing
of Jews and others are still alive and residing in various parts of the
world under false names . . . Assured of not being prosecuted in
Germany after May next year. they will flock back to their native land
as free men without fear. and with the opportunity to strengthen the
Nazi undergiound groups in the country . . . Is the Bonn government
really so anxious to get them back. to forgive and forget. and to
strengthen the forces of Nazism in West Germany? . . . Does the
Germany of today really consider Mengele and other Nazi war criminals
no longer dangerous to the morals of the decent people in the country?
. . . Why should Germany, of all countries. pardon notorious Nazis
when other countries extend the time under which they can be punished
if caught? . . . Americans — .Jews and non-Jews alike — ponder over
these questions and will seek a satisfactory answer front the an
Chancellor during his forthcoming visit to the United States.

Americans — Jews and non-Jews — are similarly puzzled by the
attitude of the Bonn government toward the German nuclear .experts
now working on war weapons for Nasser in Egypt . . . The question
being asked is: Does the West German government want to encourage
war by Nasser against Israel? . . Is it not in the interest of world
peace to discourage the production of nuclear armament rather than
to encourage it? . . Is it true that the Bonn government does not
recall its nuclear experts from Egypt because she wants to keep them
in Practice, since international obligations prohibit the produrtfon of
atomic weapons in Germany? . . . And is the German policy of not
according diplomatic recognition to Israel linked in some way to Bonn's
intention to maintain its nuclear experts in Egypt? . . . Why does the
Bonn government maintain full diplomatic relations with the Arab
countries and not with Israel? . . . To what extent is the German
excuse true that recognition of Israel by West Germany would result
in the recognition by the Arab countries of East Germany? . . . Did
not the Arab countries threaten West Germany to recognize East Ger-
many if Bonn starts paying reparations to Israel, and did not Chancellor
Adenauer ignore that threat, which turned out to be idle? . . . Why
can't the government of Chancellor Erhard follow the same line? . . .
It does business with Israel and it does business with the Arab coun-
tries: why treat Israel different than the Arab lands? . . . Isn't Germany
under moral obligation to be among the countries who do not wish
to see Israel isolated' And what about payments to Jewish victims
of Nazism who got stuck in Communist countries after the fall of the
.Nazi regime and could therefore not apply in time to Bonn for com-
pensation? . . . Why must Jewish leaders face so many difficulties in
their negotiations for rectifying the claims of these victims? . . . The
impression among many Jews and non-Jews in the United States is
that all these questions would have long received a favorable answer
under former Chancellor Adenauer; why should such an answer not
come from the Bonn government under its present Chancellor, Dr.
Erhard'?

Hear, 0 Israel!

Brethren, let us bethink our-
selves of our past, of our common
heritage as children of Israel. A
strange folk have we been all these
years, a riddle and bewilderment
to men. Through centuries with-
out tale we have wandered about
on earth, fleeing from eternal
Egypt through a shoreless Red Sea.
We have seen far-flung empires
crack and crumble. and mighty
peoples dwindle to naught. Armies
beyond counting have marched by
us in pomp and glory; with kings
and priests, with tyrants and
princelings, have they marched by
us in pride. Yet of them all is no
sign left, for they fell and died by
the roadside.
But we, the Jews, still march on.
Obstinately we fight off Time and
Man, contending at each step with
a thousand foes, yet ever march-
ing, marching on.
0 may there be sense in our
persistence, and reason in our ten-
acity. May our constancy as Jews
not be deemed an end in itself,

but solely a way and a means.

May we live our lives as Jews only

to keep alive our heritage, to keep

the fires our prophets lit.
May we, like our fathers. still

ablaze

stand out against the multitude,
protesting with all our might
against its follies and its fears.
May a divine discontent give color
to our dreams, and a passion for
holy heresy set the tone of our
thoughts. May the soul of the rebel
still throb in us as it throbbed in
our forefathers, that today and for-
ever we may still be a light unto
those who stumble in darkness.
And in that hope let us repeat
the cry our people uttered when
a thousand idols were stil wor-
shipped by man:.
