NY Attorney Puts Forth
`Wheat for Visas' Idea
to Aid Russian Jews

NEW YORK—An exchange of
"wheat for visas" has been sug-
gested by a New York attorney as
a possible way of getting Russian
Jews out of the Soviet Union,
-"their country of oppression."
-- Herbert Palace, in
a letter to
the Student Struggle for Soviet
Jewry, an organization of college
students in. New York, said such
a plan was used successfully In
Cuba when the release of Bay of
Pigs prisoners wa sarranged.
Russia's need for staple com-
modities could be mtt by the U. S.
government, Palace said, in return
for the release of Russian Jews.
The International Red Cross could
be the clearing organization, he
suggested.
Palace, 37, is an economist as

well as an attorney. He attended
school in Helsinki, Finland, and

while there visited Leningrad in
1962. He found conditions there
